ABOUT WFP OPERATION IN CENTRAL AFRICAN REPUBLIC
The Central African Republic (CAR) is a landlocked country, yet it has considerable agricultural potential and a wealth of mineral resources.
The volatile security climate, intercommunal conflicts, and political instability waging since 2013 with peaks and lulls have led to population displacements and severe negative impact on households’ access to food and livelihoods. There are over 1.9 million displaced people within CAR and in neighboring countries, including 489,000 internally displaced persons.
According to the Integrated Food Security Phase Classification (IPC) for April – August 2023, 2.4 million people are facing high acute food insecurity in April – August 2023, including 622,000 people in Emergency (Phase 4). While the prevalence of severe acute malnutrition decreased by 53 percent compared to 2019, the prevalence of chronic malnutrition of 36.7 percent at the national level remains at a very high threshold according to the World Health Organization. The impact of the Ukraine crisis, compounding the economic downturn, has worsened households’ vulnerability. Relevant socio-economic development indicators show a poor standing with 71 percent of the population living below the international poverty line (USD 1.90 per day).
Recently in April 2023, the crisis in Sudan has triggered the influx of 14,000 Sudanese refugees and Central African returnees in the north and northeast of CAR, and conflicts in the southern part of Tchad have also caused over 25,000 Chadians to seek refuge in the north-West of CAR, thus considerably worsening food needs in these areas where resources are already limited. Operations in CAR are constrained by the impracticability of roads during the rainy season, i.e. from June/July through December.
WFP’s operations in CAR focus on life-saving interventions to improve the food and nutrition security of the most vulnerable crisis-affected people while addressing the root causes of vulnerability and strengthening the capacities and systems for the prevention and resilience to future shocks, including climate shocks.
Since March 2023, WFP has been implementing its country strategic plan for 2023 – 2027, aiming to further integrate its crisis response into early recovery activities, to accompany some of the vulnerable people out of crisis situations towards conditional assistance. WFP is using mobile vulnerability analysis mapping data to monitor food security trends and food prices on the market.
To strengthen partnerships, in support of the Food Security Cluster, WFP as cluster lead agency, occupies, with a P4 staff member, the position of Food Security Cluster Coordinator for the Central African Republic.
JOB PURPOSE
The Food Security Cluster/Sector Coordinator in CAR will work impartially with more than 119 members of the Food Security Cluster (FSC) and represent all members of the group equally, and. S/he will work closely with the UN Humanitarian/Resident Coordinator and the Office of Coordination of Humanitarian Affairs (OCHA) or their designated official, and with all other humanitarian stakeholders including other cluster leads.
The incumbent will play a vital role in ensuring timely, coherent, and effective food security interventions by mobilizing and supporting stakeholders to deliver a coordinated and strategic response to a humanitarian crisis.
KEY ACCOUNTABILITIES (not all-inclusive)
- Coordination, provide leadership and support where appropriate members of the CAR
- Food Security Cluster. Ensure national priorities identified by the Office of the Special Representative of the Secretary-General, and national priorities, are reflected in annual planning and implementation of cluster activities and initiatives.
- Establish and maintain the Food Security Cluster/Sector: actively ensure membership and engagement of key partners at national and State level, organize regular cluster meetings, and ensure overall coordination of the food response in emergencies.
- Establish an inclusive governance structure for the FSC (including co-leadership with national authorities where possible, establishing a Strategic Advisory Group, and inviting NGOs to co-chair)
- Contribute to the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) by managing the process for the FSC supported by the IMO, with inputs from, and in close consultation with, cluster partners.
- Ensure monitoring of the FS response (for both quantitative and qualitative aspects), and report on its implementation in appropriate results tools.
- Ensure timely, inclusive, and regular information sharing and discussion with the cluster partners through various modalities including cluster meetings, email dissemination of cluster products (dashboards, maps, assessments, etc.) and establishment of relevant technical working groups.
- Facilitate and support needs assessments such as EFSA /CFSAM/SMART/MIRA, etc, and actively promote the analysis and utilization of this information for decision-making
- Coordinate and promote mainstreaming of cross-cutting and cross-sectoral issues (e.g. gender, age, HIV and AIDS, human rights, disability, environment, early recovery, protection, nutrition) and appropriate participatory and community-based approaches in cluster/inter-cluster needs assessments, analysis, planning, implementation and monitoring
- Actively promote the application of common standards (e.g. SPHERE standards and CHS), and harmonization of programmatic responses (SOPs on modality of delivery, Minimum Expenditure Basket, minimum assistance package)
- Contribute to country level contingency planning and coordinate cluster/sector-wide emergency preparedness and response
- Ensure the development of regular food security reports (Sitreps, Bulletins, newsletters, etc.)
- Undertake advocacy and resource mobilization on behalf of the FSC partners in a neutral and impartial manner.
- Contribute to the effective management of country based pooled funding schemes by leading the process for the FSC
- Identify funding for the FSC team in order to have a running FSC, in close collaboration with the Cluster Lead Agencies (FAO and WFP). Actively track FSC funding status in consultation with CLAs to ensure continuity of operations
- Identify capacity gaps and needs and provide training and capacity building opportunities to FSC partners
- Supervise and guide the IMO and provide guidance to the co-chair and other Cluster team members, ensure a smooth and inclusive relationship of the Cluster team with all partners, and report regularly to the CLAs
- Together with the IMO, support FSC initiatives such as CCPM (Cluster Coordination Performance Monitoring) and the global cluster annual overview.
QUALIFICATIONS & KEY REQUIREMENTS
Education:
- Advanced University Degree in Food Security, Agriculture, Economics, Humanitarian Affairs or related field or First University Degree with additional years (2 years) of related work experience and/or trainings/courses.
Experience:
- At least 8 years of professional experience in humanitarian response at a mid or senior level
- Experience in food security-related topics is mandatory
- Experience with inter-agency coordination is desirable
Language:
- Fluency (level C) in the French and English language.
- Intermediate knowledge (level B) of a second official UN language.

TERMS AND CONDITIONS
This is an International Professional position and candidates must be a national of a country other than the country of assignment.
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Bangui, Central African Republic to take up this assignment.
