ORGANIZATIONAL CONTEXT

The Global Office Germany in Berlin supports organization-wide efforts to meet the resource needs at corporate and country levels through active engagement with the government and public sector institutions within its portfolio; enables accurate contribution forecasting and efficient contribution registration and develops and expands resource partnerships in this context in collaboration with other WFP stakeholders at all levels. Reporting directly to the Head of the Berlin Government Partnerships Team, the incumbent will be expected to operate with very limited supervision and provide guidance to junior staff. He/she will be heavily involved in day-to-day activities and analytical work.

THE ROLE

To contribute to the development of new and existing partnerships with German, Austrian and Liechtenstein government entities in order to advocate for the work of WFP and raise and mobilise resources to support WFP programmes.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Maintain productive and close relationships with donor representatives of Germany, Austria and Liechtenstein through appropriate channels, and ensure that they are kept informed regarding issues of strategic or operational importance.
  2. Negotiate multilateral and directed multilateral contributions from Germany, Austria and Liechtenstein, in line with WFP’s Rules and Regulations and WFP's operational priorities, in order to maximize resources and reach advantageous outcomes, such as increased funding but also more flexibility and predictability of resources.
  3. Contribute to the preparation or review of partnership proposals, and/or joint strategies, taking into account corporate norms, processes and external regulations. Ensure quality control of content by engaging with relevant functional units, Regional Bureaux and Country Offices.
  4. Facilitate the dialogue between the donor and programme stakeholders, supporting country offices with the design and implementation of complex programmes, including those jointly implemented with other UN agencies.
  5. Collate and analyse data for the preparation of accurate and timely reporting on donors and programmes, to enable informed decision-making and action planning by senior stakeholders.
  6. Organise bilateral WFP-donor meetings including the preparation of well-researched subject-related briefing material and talking points.
  7. Facilitate corporate dialogue with partners through the preparation of quality briefing materials; Proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events (e.g. UN pledging conferences) that can advance WFP interest and objectives.
  8. Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.
  9. Maintain and expand partnerships in the ‘changing lives’ spectrum, including in areas such as climate resilience and school feeding.
  10. Represent WFP at meetings at appropriate levels, in such a way that advances the government partnerships strategy and objectives and builds support for WFP activities.
  11. Gather and share partner intelligence (including forecasting), using key information systems and asses results.
  12. Assume grant management tasks for Germany, Austria and Liechtenstein (donor forecasts, confirmed contributions) in the corporate systems in line with donor conditions and country priorities in a timely and efficient manner.
  13. Support and/or manage more junior staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.
  14. Other duties as required.

QUALIFICATIONS & KEY REQUIREMENTS

Education:

  • Advanced University degree in Political Science, International Development, Development Economics, Social Sciences, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience and Competencies:

  • At least 5 years of postgraduate progressively responsible professional experience in managing humanitarian or development programmes.
  • Proven track record in building and nurturing partnerships.
  • Knowledge of WFP’s mandate and the political and donor environment in Germany, Austria and Liechtenstein required.
  • Field experience is considered a strong asset.
  • Experience in the field of school-based health and nutrition programmes is considered an asset.
  • Well organized and detail-oriented with strong problem-solving skills.
  • Ability to handle a large volume of work and to meet strict deadlines.

Language:

  • Fluency in oral and written German and English is a must (mother tongue or CEFR level C2) and strong drafting skills are required.
  • Fluency in French is considered an asset.

MORE ABOUT YOU

  • Has implemented the resource mobilisation work plan by delivering specific activities as defined
  • Has participated and assisted in negotiations for contributions and partnership agreements with donors and host governments, in line with internal policies and external regulations
  • Has assisted in drafting resourcing analysis and collaborated with accurate and timely briefs as well as reporting to donors.

TERMS AND CONDITIONS

This position is open to German nationals only.

You will be appointed on a National fixed-term (1 year renewable) contract. Remuneration is in line with the UN salary scale for National Officers (see: https://www.un.org/Depts/OHRM/salaries_allowances/salaries/rok.htm).

Medical insurance is provided to UN Staff and dependents (incl. spouse, child(ren). Your package includes attractive leave entitlements, including 30 annual leave days per year and family leave options.
