COUNTRY CONTEXT – MALI

Since 2020, the World Food Programme (WFP) in Mali is implementing a Country Strategic Plan 2020-2024 structured around six strategic outcomes and twelves activities. The Country Strategic Plan (CSP) aims at responding to emergency food and nutritional needs while strengthening vulnerable communities’ capacity to cope with shocks (security, climate change, high food prices). The CSP budget is established at 396 million and targeted 11 million persons over the project duration. The Cash Based Transfer (CBT) is the main modality of resources transfers to the beneficiaries e.g., approximatively 90 percent of the total transfers value budget.

Since 2012, Mali is facing ongoing armed conflict resulting in significative population displacement and continued deterioration of the security and nutritional situation. According to 2023 Humanitarian Response Plan (HRP), about 8.8 million are in need humanitarian assistance, including respectively 2.3 million and 2.5 under the food security and nutrition clusters. The number of internal displaced persons (IDPs) stands at 375,540 (April 2023).

To respond to the increasing needs, WFP is implementing different activities, including General Food Assistance (GFA), Livelihoods assistance, Nutrition, and Social Protection transfers.
Different delivery mechanisms (direct cash, e-money or e-vouchers) supported by a digital plate-form (SCOPE) are being implemented in line with the results of the feasibility studies.

COUNTRY CONTEXT – ETHIOPIA

While Ethiopia’s goal of achieving middle-income status by 2025 continues to shape policies, institutional arrangements and investment strategies, some macrolevel economic, environmental and political perspectives have shifted or been intensified, opening new areas for attention and action. Humanitarian needs are high and expected to remain so over the medium term owing to chronic hunger and food insecurity, vulnerability to climate shocks, pest and disease outbreaks, potential conflict, persistent inequalities and the presence of large numbers of refugees.

The 2020-2025 WFP Ethiopia’s country strategic plan is based on WFP’s recognized strengths and on strong strategic and operational partnerships with the Government, private sector entities, non-governmental organizations and other United Nations agencies. While the bulk of operations continue to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there is a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus.

ORGANIZATIONAL CONTEXT

These jobs are based in Gao (Mali), Tombouctou (Mali), Gambella (Ethiopia) or in other large Field Offices with operations of high complexity. Job holders report to the Country or Deputy Country Director, or Head of Area Office P5.

JOB PURPOSE

To lead and manage a large WFP Field Office to ensure the effective and efficient management of human and financial resources and delivery of WFP programs and activities. A large emphasis is placed upon building and maintaining relationships with local governments, UN agencies, donors and other partners in the area to reinforce WFP’s visibility.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development of Country strategies, policies and programmes to ensure that local needs inform country-wide planning.
2. Support promotion and deployment of WFP’s corporate/CO initiatives, strategies and directions.
3. Hold accountability for effective management of WFP operations within the area of assignment to ensure timely and effective deployment of food assistance programmes.
4. Effectively manage the Field Office to ensure transparent and efficient people management and the continued development of a cohesive and high performing team.
5. Ensure efficient use of financial resources for achievement of set objectives.
6. Hold accountability for security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT).
7. Hold accountability for close collaboration with governments and other partners in identifying where assistance can be usefully employed at the local level and ensure provision of support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers).
8. Hold accountability for timely monitoring and evaluation activities and for accurate and comprehensive analysis and reports on WFP operations and performance to inform operational planning and decisions.
9. Forge and nurture external partnerships to improve assistance packages, develop and sustain liaison with local government authorities, international and local NGOs, civil societies, UN agencies, donors, beneficiaries and other partners and media engaged in the field of food security.
10. Engage with beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
11. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

QUALIFICATIONS & KEY REQUIREMENTS

Education: You have

  • Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: You have

  • At least 8 years of relevant postgraduate professional experience

Language: You have

  • Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
  • For the positions based in French-speaking countries, such as Mali, Fluency (level C) in French language is required.

• Has developed, or supported in the development of, complex and multi-discipline work plans to support the achievement of WFP strategic aims within a broad area
• Has gained substantial experience in complex field operations, preferably in a hardship duty station or emergency situation.
• Has field experience via field rotations or working in a sub-office, and through field postings.
• Gained experience of extensively analysing complex political situations, assessing risk accurately and inputting assessments into Area or Country Office risk assessments.
• Gained broader exposure across areas within a function (i.e. policy, programme etc.).

• Has experience leading a large, multi-discipline team to ensure the effective delivery of objectives.

TERMS AND CONDITIONS

  • Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
