THE ROLE AND ORGANIZATIONAL CONTEXT
The Director of the Ombudsman Office D1 is located at the WFP Headquarters, based in Rome, Italy and reports to the Executive Director and is administratively managed by the Workplace Department.
The Director, Office of the Ombudsman and Mediation Services at the World Food Programme (WFP) leads the Ombudsman Office in WFP that is responsible for providing impartial, independent, confidential, and informal conflict-resolution services to all WFP employees. The purpose of the role is to promote a harmonious and engaging workplace, contributing to greater organizational and operational efficiency as well as strengthen internal networks to promote informal mentoring and coaching.
KEY ACCOUNTABILITIES (not all-inclusive)
You will:
- Lead and manage a team of Ombuds Officers, responsible for providing impartial, independent, confidential, and informal conflict-resolution services to all WFP employees.
- Engage with employees to explore the various options available for addressing work-related grievances or conflicts, including by facilitating informal resolution by employing methods such as facilitated conversations.
- Provide mediation and conciliation services for work-related conflicts, helping parties reach mutually acceptable solutions.
- Develop and implement employee awareness raising efforts for preventing and early resolving conflicts or grievances.
- Promote the development of conflict resolution competencies among all employees, with a particular focus on supervisors and managers to help create a workplace culture that values effective conflict resolution.
- Contribute to WFP policies, procedures, and practices.
- Collaborate and support other functions in WFP engaged in identifying, managing and resolving workplace conflicts and concerns, and promoting an inclusive and respectful workplace.
- Prepare an annual report to the ED on the work of the Ombudsman and on the regular basis, share trends in conflicts and problems, and an analysis of systemic issues with Senior Management.
- Travel to field offices as required to respond to conflicts and facilitate capacity building activities.
- Promote effective solutions at the field level to ensure conflict resolution including through a network of focal points.
- Foster a close working relationship with the United Nations Ombudsman and Mediation Services (UNOMS), and participate in the development of practices, procedures, standards, and policies of the UNOMS.
- Perform other accountabilities, as required.
QUALIFICATIONS AND KEY REQUIREMENTS
Education:
You have:
- Advanced university degree in Social Sciences, Law, Human Relations, Psychology, Public/Business Administration, or Management, or first university degree with additional years of relevant work experience.
- Formal qualification and/or certification in mediation, arbitration, and/or other forms of alternative conflict resolution is an asset.
Experience:
You have:
- A minimum of 13 years of relevant progressively responsible experience in International Relations, Intergovernmental Affairs, Public Administration, Human Resources Management or related field.
- Experience in dispute/conflict resolution in an international and multicultural environment is highly valued.
- Field experience in contexts similar to those in which WFP operates is desirable.
Knowledge & Skills:
- Excellent listening and problem-solving skills, to gather information, analyze situations, and assist in developing appropriate options and actions.
- Strong network and interpersonal skills for establishing connections and working effectively with individuals from diverse backgrounds and cultures.
- Capacity to uphold the highest level of integrity, discretion, professionalism, neutrality, and confidentiality.
- Good understanding of the nature of conflicts and methods of resolution is essential.
- Effective communication skills, fairness, timeliness, and a high sense of respect and empathy for individuals.
Language:
You have:
- Fluency (level C) in the English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

TERMS AND CONDITIONS
Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. The Ombudsman shall serve for a term of four years. This term may be extended for another term of four years. Thereafter, the Ombudsman shall not be eligible to hold any other position within WFP after the end of his/her assignment. This position is open to both internal and external candidates.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
