Site Civil Engineer
Background
ACTED is implementing the project “Improvement of Green Infrastructure in Jordan through Labour-Intensive Measures” which is funded by the GIZ. The project aims at establishing and improving public green open space networks in East Amman. The works are implemented with the help of Jordanian and Syrian Cash Workers (men and women) to provide them with temporary income and alleviate immediate financial pressure on one hand, and to improve the living conditions in the refugee-hosting communities on the other hand.
Throughout this project, ACTED will involve 176 beneficiaries in labour-intensive work to rehabilitate five sites in east Amman – Al-Manara Park, Al-Nadwa Park , Nadi Al-Sebaq Park,Manara Plaza,Naser Stairs and support them with career counselling training .[MA1] [MA2] [MA1]@mahdi to update figures and locations including the 7 Months CE [MA2].

The Project Officer has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The Project Officer has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures. The Project Officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.
Job Purpose
Site civil Engineer will be responsible for the implementation of GIZ – Green Infrastructure project for the rehabilitation component, based in the project sites. S/he will assist the Project Manager and is responsible for successful delivery of civil & structural scope of the project to high quality standards, determines design and practical technical solutions for the planning and implementation of external spaces including civil, structural, surveys etc. at designated project sites in East Amman
Objectives
- To ensure successful delivery of the civil/structural in all project sites.
- To represent ACTED in project sites and provide technical advice, instruction during ACTED intervention in project sites.
- To perform quality check and quality assurance on the work implemented by contractors.
Duties and Responsibilities
- Support the PM in external engagement with Government authorities, MOL,GAM,, and CBOs.
- Support the PM to implement and oversee the ACTED / CfW activities.
- Any other reasonable duties, as requested by line manager.
Cash For Work Implementation:
- Support the Architect Engineer and Project Manager in preparation of the project sites B.O.Qs & auto-CAD files to utmost accuracy.
- To assist the Project Manager of technical implementation (specially related to civil, structural & surveying) of the work in the project site.
- To follow the project technical designs implementations and execute it as per the details stipulated in the project sketch and BoQs.
- To follow up with the contractor (if any) the execution of the work quality, safety, time and costs.
- Propose solutions to the specified construction/design issues in close coordination with Architect Engineer and Project Manager
- Demonstrating an understanding of the civil, structural & surveying technical components of the project.
- Overseeing civil, structural and surveying project design execution.
- Prepare daily site progress reports outlining project activities, prepare detailed estimates related to construction, highlight challenges, and propose solutions and corrective action to Project Manager.

- Represent ACTED in meetings with relevant project stakeholders and actors after project manager consent. Support Project Manager in coordination & Communication of project success stories, progress on construction component of the project and the impact of ACTED intervention in the intervention area.
- Perform quality check for the materials received in the site.
Project planning / reporting
- Support the PM to prepare the work plans / schedules for the field teams.
- Provide regular and timely updates on progress and challenges to the PM.
- Participate in communication activities through the regular collection of pictures and stories related to project activities.
- Operate following the “do no harm principles” to ensure projects are safe for communities.
- Collect and apply appropriate lessons learned and best practices to current projects, and ensure these lessons learnt are pro-actively shared with supervisor, the AMEU and other team members to apply them in future project development processes.
Transparency and Inclusion
- Support the appropriate, achievable, and acceptable selection of project beneficiaries.
- Adhere to the project communication strategy with communities so that factual, objective, and actionable information is provided to project stakeholders.
- Help to ensure project stakeholders are empowered to participate throughout the project cycle.
- Support the inclusion of the people with specific needs (PwSN) in the project wherever possible, in coordination with the PM and ACTED inclusion focal point.
Human Resources
- Follow-up the work plans and day-to-day activities of the project staff under your responsibility
- Help to ensure, through your actions and leadership, a positive working environment and good team dynamics.
- Participate in regular appraisals of the staff under your line management.
- Address interpersonal conflicts at the field level as needed and ensure that issues are reported to the PM in a timely manner.
Logistics and Security
- Send accurate and precise order forms to logistics in a timely manner.
- Help to ensure that the project team has adequate assets necessary for performing its duties.
- Adhere to always ACTED security procedures.
Others:
Any Other Tasks requested by Line manager in line with projects requirements.
Key Performance Indicators
- Number of completed & handed civil, structural & surveying project on time, safely, within project quality requirement, project design and budget in all projects.
- Percentage of the turnover of the CfWs in the designated site(s), due to work impacts in the project site
- 100% Percentage of Warehouse stock accuracy.
- Project records and documents (CfWs list, attendance sheets, CfWs tools distribution sheet, meal distribution sheets) available for designated site (s) activities.
- % of CfW trained as per project requirements
- Zero recordable safety incidents in the designated project site(s).
- % of complaints recorded in CRM by AME department in designated project sites.
Skills
QUALIFICATIONS
- BSc in Civil Engineering or related field (relevant field experience can substitute for academic qualifications but not vice-versa).
- Minimum 7 years of experience as site engineer in Rehabilitations of parks and concrete stairs, BoQ development, contractor management, experience in green building/outdoor areas design is preferred.
- Minimum 4 years of experience in contracting companies.
- Demonstrated communication and organizational skills.
- Ability to train, mobilize, and manage staff.
- Proven ability to work creatively and independently both in the field and in the office.
- Being aware about any new techniques can be implemented for the green infrastructure component.
- Ability to use computer program such as AutoCAD & Sketchup.
