MAIN TASKS AND RESPONSABILITIES

International Medical Corps is seeking a highly qualified Senior Procurement Officer to join our organization. As a Senior Procurement Officer, you will play a crucial role in managing procurement activities and ensuring the timely and cost-effective acquisition of goods and services for our programs. Your expertise will contribute to the overall success of our humanitarian efforts in providing healthcare services to communities in need.
Responsibilities:
- Procurement Management:
- Plan, coordinate, and execute all procurement activities for International Medical Corps programs.
- Conduct market research to identify potential suppliers, assess their capabilities, and negotiate favorable terms and conditions.
- Oversee the bidding process, evaluation of bids, and selection of vendors, ensuring compliance with established procurement policies and procedures.
- Manage procurement contracts, monitor supplier performance, and address any issues or disputes that may arise.
- Collaborate with program managers to understand their procurement needs and provide guidance on procurement planning.
- Team Leadership and Capacity Building:
- Provide leadership and guidance to the procurement team, ensuring effective coordination and efficient workflow.
- Mentor and train procurement staff, fostering their professional growth and ensuring adherence to best practices and ethical standards.
- Identify training needs and develop training programs to enhance the skills and knowledge of procurement staff.
- Compliance and Risk Management:
- Ensure procurement processes comply with internal policies, donor requirements, and applicable laws and regulations.
- Develop and implement internal controls to minimize procurement risks and promote transparency and accountability.
- Conduct regular audits and spot checks to assess compliance with procurement procedures and identify areas for improvement.
- Vendor Management and Supplier Relationships:
- Maintain a supplier database, assess supplier performance, and establish long-term partnerships with reliable and high-quality vendors.
- Negotiate and manage supplier contracts, including pricing, terms, and conditions, to achieve cost savings and operational efficiency.
- Evaluate supplier performance based on key performance indicators (KPIs) and implement corrective actions as needed.
- Reporting and Documentation:
- Prepare regular procurement reports, including expenditure analysis, savings achieved, and procurement metrics, for management review.
- Maintain accurate and up-to-date procurement documentation, ensuring proper filing and record-keeping.
Qualifications:
- Bachelor's degree in supply chain management, business administration, pharmacist, or a related field.
- Minimum of 5 years of relevant experience, a least of 3 years in NGO.
- Strong knowledge of procurement principles, practices, and regulations, including experience with UN, USAID, and other donor procurement rules.
- Proven experience in managing complex procurement processes, including competitive bidding, long term Agreement, contract negotiation, and supplier management.
- Familiarity with procurement and enterprise resource planning (ERP) systems.
- Excellent leadership and team management skills, with the ability to motivate and develop a high-performing team.
- Strong negotiation, communication, and interpersonal skills.
- Attention to detail, with the ability to handle multiple tasks and meet deadlines in a fast-paced environment.
- Strong analytical and problem-solving abilities.
- Proficiency in MS Office applications.
- Three years’ experience in NGO Sector.
- Fluency in English language.
