The Program Summary
As a result of the devastating earthquake that hit Northwest of Syria, Mercy Corps is working on responding to the urgent needs on the ground through its emergency response program which provides emergency relief and helps communities to recover and build resilience for future shocks.

The Position Summary
The HR Officer is a temporary position to support in covering the urgent priorities resulting from the emergency response program’s needs. He/she will mainly be responsible for supporting all day-to-day requests coming from staff and stakeholders in the field. Under the supervision of the HR Coordinator and working in close collaboration with the Senior HR Manager and HRA, the HR Officer is responsible for ensuring strong communication regarding HR processes, as well as transmitting daily challenges to the HR Coordinator. S/he will ensure implementation and coordination of designated HR tasks and activities across projects as per MC’s policies and procedures.
The HR Officer works closely with the HR Coordinator as well as all the HR team, Supervisors & Managers, and all staff to bring efficiency in HR processes and procedures.

Essential Job Responsibilities:
Recruitment

– Handle recruitment processes under the direction of the HR Coordinator:
– With the support of the HR Coordinator, identify the suitable adapted recruitment procedure if applicable for opened vacancies.
– Hold kick off meetings with hiring manager to identify longlisting criteria for the positions to be filled.
– Prepare application forms and job advertisements, and coordinate with the field team to post the advertisement on the ground.
– handle recruitment arrangement, longlisting, attending the interviews, communicating with hiring managers as required, conducting candidate background check and completing all recruitment process as per MC recruitment procedures
– Ensure that Mercy Corps country personnel hiring strictly adheres to Country labor law and other laws as applicable.
– Complete all recruitment documentation in compliance with MC’s and donor regulations. .
– Ensure hiring managers and head of departments are regularly updated about the status of their relevant recruitment processes.

Onboarding
– Ensure all new hires are communicated with the HR team and that full documentation is handed over.
– Support HR Assistants in onboarding new hires, which includes having all relevant documents signed and completed before starting date such as Job Description, contract, policies and procedures especially the National Employee Handbook and Security Manual.
– Production of contracts and job offers, statements of terms and conditions of employment,
undertake amendments as necessary and assist with any contractual related queries, when necessary.
– Provide complete recruitment files
– Ensure PAFs, job offers, and employment contracts are produced correctly and on a timely manner.
Staff support
– Assist HR Assistant with the information, tools and resources needed to perform the job.
– Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one on ones.
Human Resource Management
– Work closely with the HR and make sure that HR services are provided on time, with high quality, efficiency and compliant with policies and manuals.
– Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
– Analyses structure and management to ensure functioning teams and identifies challenges proactively.
– Provides support to managers and supervisors in managing their team, including ensuring capacity development and supporting on performance management.
– Contribute to the development of the department, by supporting or leading on specific projects.

Human Resource Administration
– Assist staff payroll preparation by ensuring supporting documents such as signed timesheets, PAF , PRF etc are collected and submitted on time to the SHRO and HRA.
– Ensure the performance review processes are completed on time and with quality results.
– Work closely with HRA for the maintenance and update of NWS Leave, Probation Period and Performance Management tracker etc.
– Work closely with the HRA to ensure quality and accurate data for all national employees, Volunteers, Temporary Staff is maintained and updated.
– Provides support to managers and supervisors in managing their team, including ensuring capacity development and supporting on performance management.
– Contribute to the development of the department, by supporting or leading on specific projects.
– Participate actively as a member of the HR team, in the continuous improvement of HR service to the department including wider involvement outside immediate remit as necessary.
– Ensure that HR documentation is correctly completed and sent to the SHRO & HRA in time for processing (payroll, end of services packages…etc)
– Willingness to listen to and act upon feedback from those using NWS services as to what is working well and what requires improvement
– Maintain the confidentiality for all information in HR Department.

Policies and Manuals
– Ensure that team members understand available HR policies and procedures through regular communication;
– Provide support and guidance to ensure that HR activities are carried out in compliance with MC policies;
– Report any challenges with implementation or breaches of MC policy to the HRM and HRD.
– Recommend updates to the National Employee Handbook in line with latest Labor Law and clarify as necessary with staff.
– Stay abreast of the local law and ensure all changes are shared with HR Manager and HR Director.
– Monitor HR related laws, policies and “best practices” to ensure that personnel policies, employment practices, and compensation packages are within the limits of established guidelines, procedures, and policies of Mercy Corps and national laws.
– Sensitize and familiarize all staff working for Syria based in Amman to HR policies – including safeguarding policies.

Other tasks
– Translate HR documents as required.
– Maintain the confidentiality for all information in HR Department
– Perform any other duties assigned.

SUPERVISORY RESPONSIBILITY: None
ACCOUNTABILITY
REPORTS DIRECTLY TO: Human Resources Coordinator.
WORKS DIRECTLY WITH: all HR Team members, Finance & Operations departments, all program managers

KNOWLEDGE AND EXPERIENCE:

University Degree in management, administration or related fields. A candidate with 2-3 years of experience in HR/ administration in a humanitarian emergency context. High level of commitment towards the role’s responsibilities and the department objectives Experience in emergency context in the Middle East is preferable. Strong multi-tasking, organizational, prioritization skills are necessary. Highly communication skills and flexibility are highly required Accuracy and attention to details are necessary. Self motivation and high level of responsibility are necessary Proficiency in written and spoken English and Arabic. Proficiency in Microsoft Office applications including Excel and Word.

SUCCESS FACTORS:
Good general understanding of humanitarian relief and development based organizations ; high level of personal integrity, and honesty . The ability to interact effectively with international and national staff members is required. A demonstrated ability to work quickly and accurately, meet deadlines and process information in support of changing program activities is necessary.
