JOB PURPOSE

To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs. 

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations.
2. Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes.
3. Is responsible for planning, assessment, design and execution of all construction related projects including office facilities upgrades, Warehouses, security works, government and community infra structure etc.
4. Provide expert advice on project design, cost estimations and design concepts.
5. Undertake preliminary or detailed designs (including but not limited to drawings, schematics, master-plans, design calculations, design reports, and technical specifications) requiring a detailed knowledge of the discipline and of relevant international standards and codes of practice.
6. Assist in developing project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects (including project schedules).
7. Work-time estimates could be also required. Manage and report on project budgets and financial commitments.
8. Write and assemble project documentation for Engineering or construction procurement actions, including drawings, technical specifications, briefs, scope of work, contracts and tender documents; prepare tender analysis reports, contribute to and/or manage tender evaluations, and support corporate procurement procedures.
9. Manage and maintain technical and administrative records for construction projects, compiling and managing records and reports, when required. This includes but is not limited to the following tasks: tracking and recording activities and decisions, financial and administrative processes, as well as contractual matters and correspondences; providing technical advice and support to the design phase, and subsequent construction phases, when necessary.
10.Provide recommendations in interpreting contractual matters and provide support to site engineers for whatever project this is required.
11.Review interpret and critique/comment on third-party or other proposals, technical drawings, schematics, and computer-generated design reports. Participate in design reviews of architectural, structural, mechanical and electrical systems.
12.Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
13.Operate computer-aided Engineering, surveying, GIS and design software packages and equipment, to perform Engineering tasks, regarding structural matters.
14.Deputies for and assume the contractual duties for CM and Site Engineers in project locations, in such roles as Project Manager, Resident Engineer, Assistant Resident Engineer or client’s representative.
15.Assist in managing Quality Assurance and Quality Control procedures for construction projects.
16.Establish and maintain partnerships with internal and external clients to effectively meet clients expectations.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.

Experience: At least 5 years of relevant experience in civil engineering with one year of experience at managerial/professional level.

Knowledge and Skill:

1. Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.

2. Previous work experience in warehouse construction, multi-storey buildings, maintenance and security upgrades.

3. Project planning, budgeting and contracting.

4. Work experience in multi roles with multinational firms as representative from a contractor, consultant and client side.

5. Experience in health and safety and Quality Assurance / Control.

6. Experience of working in difficult security environments.

7. Has attained advanced academic qualifications relevant to engineering. 

Language: General Service (Field): Fluency in both oral and written communication in English and Urdu.

ORGANIZATIONAL CONTEXT

This position will be based in Country Office, Islamabad, Pakistan. Under the overall supervisor of Head of Supply Chain, incumbent will directly report to the Head of Engineering.

Job holders operate under the direct supervision of a more senior and experienced Engineer holding recognised accreditation as “Chartered Engineer” or “Professional Engineer”. They are involved in day–to-day practical engineering activities and analytical work. Subject to the overall guidance, job holders complete assignments and provide advice on engineering issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of daily activities.
