JOB PURPOSE

The overall objective of this position is to assist in smooth operations at district level and maintenance of administrative and financial records of all activities at district level. The incumbent will work closely with Provincial Office Admin and Finance colleagues.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support processing and managing routine administrative and financial tasks in assigned functional areas at district level, to contribute to the effective and timely management of resources.
2. Regarding Admin and Finance related tasks at district level, take responsibility for the maintenance of set standard systems and files, to ensure information is accurate and readily available for the function.
3. Support in managing rental car services and arrangement of field activities for the district staff.

4. Assist Project team in smooth operations through proactive management of administrative and financial tasks
5. Support in all required arrangements of community awareness sessions including any refreshment or financial payments
6. Work closely with Provincial Office Admin and Finance colleagues for clarity on WFP procedures and guidelines for administrative and financial tasks
7. Support in managing records of POL, Vehicle Logbooks, attendance and relevant administrative and financial records
8. Work with a variety of individuals, taking on feedback where appropriate to assist in business support delivery for staff.
9. Perform other related duties as required by the supervisor.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Education:
Bachelor's degree, preferably in business administration, commerce, accounting & finance, or another relevant field.
Experience:
Minimum 4 years- experience in implementing programs and handling administrative & financial tasks.
– Experience of administration and finance jobs
– Experience of managing office administration, fleet management including POL and Logbooks
– Experience working in development sector.
Knowledge & Skills:
Proficient in the use of office equipment and computer software packages, such as Microsoft Word and other.
Knowledge of work routines and methods in order to complete processes under minimal supervision.
Uses tact and courtesy to give and receive information to a wide range of individuals.
Languages:
Fluency in both oral and written communication in English, Urdu

ORGANIZATIONAL CONTEXT

Gwadar Lasbela Livelihood Support Project (GLLSP), an IFAD-funded project, initially started in 2013 and its phase-I completed in 2019. It physically covered 90% of the villages in Gwadar and Lasbela districts through a network of 3,500 community organizations. GLLSP-I focussed on community driven development including rural infrastructure, women, and youth development but the resource limitations hampered a holistic coverage. However, the achievements under GLLSP-I provided a foundation for expanding the coverage to entire rural areas of the two target districts in a holistic manner using the inroads made through social mobilization, and existing social capital.
GLLSP phase-II is a six-year project (2020-2025) covering 400 villages in all Union Councils of the two target districts to provide an integrated support package to the poor and ultra-poor households in the poverty band of 0-40 (BISP beneficiaries). The interventions primarily focus on livelihood enhancement through skills provision, enterprise development, access to microfinance and productive assets pertaining to agriculture, livestock and fisherfolk. Infrastructure development, including community Infrastructure investment is another key area of the project focussing on Jetties and connecting roads from harbour-to-highway and farm-to-marketplaces.
GLLSP-II has two unique features that were not the part of its phase-I; it is being implemented by three Rome-based agencies and it is a nutrition sensitive project. The nutrition component is being implemented by the World Food Programme (WFP). Under this project, WFP will focus on social behavioural change through an intensive training and social mobilization program. A baseline study will identify the up-to-date status regarding nutritional awareness and practices among the target communities and will subsequently help in the design of the training and social mobilization modules. Existing community structures, already developed by the GLLSP-II social mobilization partner, will be utilized for this purpose with the addition of community-based heath workers such as LHWs and CMWs. Endline survey will determine the significance of positive change in nutrition related knowledge, attitude, and practices of the target communities. WFP would also help in developing a Nutrition Strategy for the GLLSP-II partners to integrate nutrition in livelihood interventions
