NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The WaSH Technical Officer will act as the programme’s technical focal point for a single core competency team within an area office. S/he will be responsible for developing and maintaining the WaSH quality assurance part of the NRC quality management system, providing WaSH technical guidance and support to the field team and ensuring adherence to programming specifications and standards. S/he will support the WaSH Project Coordinator in developing quality management procedures, tools, guidance and SoPs for daily WASH services, including water trucking, operation and maintenance designs, implementation and monitoring.
Generic responsibilities
1. Ensure compliance with NRC policies, guidelines and standards.
2. Ensure compliance with (WaSH) strategy, tools, handbooks, guidelines and standards.
3. WaSH specific technical responsibility for implementation of technical activities of CC project(s).
4. WaSH specific technical responsibility for the quality control and monitoring of project activities.
5. WaSH specific technical responsibility for project documentation of technical activities of WaSH project(s).
6. Provide specific technical support and capacity building towards project staff.
7. Provide specific technical analysis and feedback to NRC representatives in coordination forums.
8. Assess, promote and document ideas for technical improvement and further program development options.
9. Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
10. Promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific responsibilities
1. Plan and ensure the implementation of soft activities, including community engagement and behaviour change in WaSH activities, contextualising NRC guidelines and approaches.
2. Prepare, and support the delivery and evaluate the necessary training and Information Communication and Education (ICE) materials.
3. Responsible for developing technical needs assessment for WaSH infrastructure in camps including water and sewer network including preparing detailed assessment reports which inform the construction or rehabilitation work.
4. Develop WaSH services (i.e. water trucking, desludging, solid waste management and operation and maintenance of sanitation facilities) projects technical documents such as BoQ, Terms of Reference, standards, procurement and payment documents in coordination with the WaSH Project Coordinator and Team Leader.
5. Responsible for supporting the Information Management (IM) and M&E teams in securing supporting documents, reconciliation of deliverables (RoDs), outcome monitoring, consultation with affected populations throughout the project cycle, and developing targeting and selection criteria for WaSH interventions.
6. Responsible for improving WaSH quality assurance procedures and Standard Operating Procedures (SoPs).
7. Responsible for conducting periodic quality control actions on WaSH services’ quantitative and qualitative data against project technical documents, CC SoPs and guidelines, work packages and WaSH cluster standards.
8. Responsible for supporting WaSH Project Coordinator in developing, analysing and reporting needs assessment and technical components of Area Office-level needs assessment.
9. Responsible for training and building the field staff capacity in implementing quality control procedures such as SoPs and safety measures.

Generic professional competencies for this position:
• Minimum (2) years of experience from working within technical expertise area in a humanitarian/ recovery context
• Minimum one year of previous experience from working in complex and volatile contexts
• WaSH expertise
• Documented results related to the position’s responsibilities
• Fluency in English, both written and verbal

Context/Specific skills, knowledge and experience:
• Bachelor Degree or above in Water and Environmental Engineering, or similar;
• Knowledge of the context in Syria;
• Previous relevant experience in WaSH activities in rural areas and/or camps;
• Proficient in Microsoft Office Applications, mainly Word and Excel
• Proficient in ProjeCAD, AutoCAD or any similar Applications for drawing;
• Experience in GIS mapping is an advantage
