public institutions, as well as private donors, to meet the urgent needs of vulnerable populations, build
cohesive and civically engaged communities, and increase inclusive economic opportunities. Mercy
Corps’ current portfolio in Jordan focuses on three domains: resilient individuals, strong communities
and governance, and environmentally sustainable and inclusive economic growth. Mercy Corps
integrates crosscutting themes of youth, gender equality and empowerment, governance, natural
resource management, and technology.

The Program / Department / Team
Informal Livelihoods Advancement Activity (Iqlaa ع (is a five-year USAID-funded program that aims to
support Jordan's home-based businesses (HBBs) and Micro and Small Enterprises (MSEs) to grow,
transform, and become resilient to future shocks. HBBs and MSEs are essential drivers of employment
and economic stability in Jordan. Micro and small enterprises represent 98 percent of all businesses in
Jordan and compose half of the country’s private sector employment. Therefore, the Iqlaa ع approach
places formal and informal Jordanian HBBs and MSEs on a path to recovery, stabilization, and growth,
focusing on four critical sectors: agriculture, tourism, manufacturing, and services, with special attention
to technology development and implementation.
Iqlaa ع works to implement best practices in crisis response, enterprise strengthening, inclusive job
creation, and financial sector development within a market-systems development (MSD) framework and
leveraging innovative behavioral change methodologies to facilitate long-term, sustainable changes in
the behaviors or stakeholders and beneficiaries that align better with the current needs of Jordan’s
MSEs. Iqlaa ع will offer bundled support through technical assistance and grants. The program will work
with market sector actors to offer five main grants: formalization, start-up funding, business Growth,
innovation & Scale, and Technology Integration.

The Position
The Senior Monitoring, Evaluation, and learning officer will support the implementation and use of the
monitoring and evaluation system to improve Iqlaa ع’s impact on MSEs and overall economic growth in
Jordan. The Senior MEL officer will provide support in setting up MEL data collection and reporting
systems, Additionally, the MEL Senior Officer will work with the MEL assistant in making proper
documentation and filing it to ensure the project is following minimum standards set out in the agreement.
Also, the MEL Senior officer will be responsible for reporting program achievement and developing MEL
analysis and reports. The MEL Senior Officer will report directly to the Monitoring and Evaluation
Coordinator but will work closely with other project team members and program partners.

Essential Responsibilities
MONITORING, EVALUATION AND LEARNING, INFORMATION, AND QUALITY MANAGEMENT
● Support the development of a MEL plan.
● Support the development of a systematic and realistic monitoring plan that captures quantitative
and qualitative data to report on program indicators.
● Patriciate in planning and conducting quarterly and final learning reviews.
● Participate in planning, and conducting the Data Quality assessment (DQAs), by ensuring that
all stakeholders are aware of the indicator’s definition and method of calculation.
● Support in updating MEL results on the MC data visualization system (TolaData) regularly.
● Assist in organizing and maintaining filing for the project in accordance with Mercy Corps
Program Management Minimum Standards.
● Support in developing hard and soft copy filing structures for documents. And ensure that the
evidence filing by the program team and partners are using the filing structure.
● Ensure compliance with relevant Mercy Corps MEL and donor policies and regulations
● Support in developing MEL training material for capacity building.
● Support in building the capacity of project teams and partners on the data collection and
management, analysis, reporting techniques, and requirements for relevant donors through
arranging structured training and providing continuous on-the-job training to partners.
● Ensure adherence to participants' data protection protocols.
● Actively participate in MC-Jordan MEL community of practice and support other MEL teams
where needed.
● Supervising three assistants located in 3 different locations.
● Other duties as assigned.

DATA COLLECTION
● Participate in developing data collection tools and instruments – including digitized data
collection methods i.e., ODK collection using XLS forms
● Develop training material and train the concerned parties on using the data collection tools.
● Establish and maintain a comprehensive and updated database for the project
● Handle, maintain, and troubleshoot data collection issues that arise in the field
● Record completed data entry forms and requests as needed.
● Keep up to date with the latest technologies to facilitate data-driven programmatic decisionmaking
and program quality assurance.
● Conduct monthly check-in on the data and ensure having regularly cleaned data.
● Develop a monthly report which includes program achievements and narratively quantitative
and qualitative collected data.
● Supervise the MEL-related data collection across the activity implementation locations.

PROJECT EVALUATION
● Participate in developing research questions and methodologies to evaluate the impact and
appropriateness of the project-achieved results.
● Coordinate the implementation of surveys, focus group discussions, interviews, and follow-up
on evaluation exercises for various initiatives under the project
● Participate in drafting narratives for qualitative and evaluation reports.
● Participate in developing evaluation Scope of works (SoWs).
● Participate in reviewing the external evaluation reports.

REPORTING
● Lead on collecting, compiling, and disseminating project team field reports or progress reports
on a regular basis
● Support in preparing MC internal progress reports, donor reports, and stakeholders reports as
requested
● Facilitate documentation, project data, lessons learned, and best practices for internal and
external sharing
● Utilize proper technologies to enable greater information sharing and generate visual insight
reports to improve MEL outcomes.

Accountability
Reports Directly To Senior monitoring, evaluation, and Learning Coordinator.
Works Directly With PQL Director, MEL Assistants, MEL officers, IM coordinator, IM officer,
Program team, CLA manager, MC-MEL Advisor, and MC-PAQ manager.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our
program participants, community partners, and other stakeholders, and to international standards
guiding international relief and development work. We are committed to actively engaging communities
as equal partners in the design, monitoring, and evaluation of our field projects.

Minimum Qualification & Transferable Skills
● Minimum BA degree in Sociology, Economics, Statistics, Industrial Engineering, or other
relevant fields.
● Master's degree in information management, project management, or other relevant field is
preferred.
● Three years of experience in supporting monitoring and evaluation of development and/or relief
programs, DOS/ USAID funded projects is a plus
● Demonstrated skills in data collection, statistical analysis methods, and database management.
● Experience developing and delivering training on M&E.
● Experience in developing log frames.
● Excellent writing skills, including reports, best practices, case studies, etc.
● Proficiency in Microsoft Office applications, including Excel and Word
● Proficiency in developing XLS forms and using ODK is required.
● Experience is supervising staff.
● Experience in delegating tasks and following up on completion of the tasks
● MEL training and cotching skills
● Fluency in Arabic and English.

The Senior MEL officer should have a commitment to humanitarian and development principles,
willingness to learn new skills and methodologies, Ability to work under pressure, independently and with
limited supervision and within a team, demonstrate great analytical and reporting skills, problem-solving
skills and have a commitment to his/her work and daily tasks.

Living Conditions / Environmental Conditions
The position is based in Amman, Jordan, and it requires up to 60% travel to Jordanian governorates to
support implementing the program activities.
