ORGANIZATIONAL CONTEXT
World Food Programme (WFP) Philippines Country Office (PHCO) has been increasingly working with various relevant government departments, strengthening their capacity in policy/ strategy and programme formulation related to food security and nutrition, social protection, enhancing resilience, climate change adaptation, and emergency preparedness and response (EPR), both at the national and local levels.
The PHCO also has positioned itself as a technical and procurement service provider to the government whenever such services are requested.
To effectively carry out this capacity strengthening and technical assistance activities, the PHCO will recruit a Programme Policy Officer (Senior Government Relations and Economic Advisor), preferably with strong Finance and Economics background. The Programme Policy Officer (Senior Government Relations and Economic Advisor) will report to the Representative and Country Director and, on a day-to-day basis, will work closely with the Deputy Country Director.
KEY ACCOUNTABILITIES (not all-inclusive)
Within the assigned unit and delegated authority, the Programme Policy Officer (Senior Government Relations and Economic Advisor) will be responsible for the following duties:
- Review existing government policies related to food security and nutrition, social protection, climate change, agriculture, EPR and other relevant areas, and identify opportunities for WFP’s support to the government in these spheres;
- Interpret legislation and technical advice and draft clear documents for the management with an emphasis on implications for WFP and how WFP could be a key stakeholder;
- Give management at PHCO technical guidance and support on how government budgetary planning and allocations should be handled in order to persuade them to enhance spending on nutrition and food security.
- Facilitate meetings with key government counterparts at the senior level;
- Provide technical support to PHCO management in engagements at the legislators’ level;
- In close coordination with the Research, Assessment and Monitoring (RAM) team, undertake economic research and prepare period economic outlook from food security and nutrition
perspectives; - Provide technical guidance and recommendations to PHCO on Return on Investments for its various programmatic portfolios to advocate for policy influence and resource mobilization;
- Perform other related responsibilities and duties as required
QUALIFICATIONS AND DESIRED EXPERIENCE
- Education: Advanced University degree (Master's or Doctorate) in Economics, International Development, Social Sciences, or other related field, or First University degree with additional years of related work experience and/or training/courses.
- Experience: At least 8 years of progressively more senior experience working on Programme delivery, including experience in an advisory role on government policies and programmes
- Knowledge and Skills:
- Proven capacity to conduct policy analysis and to successfully engage in policy dialogue.
- Good analytical skills, resourcefulness, initiative, maturity of judgement, tact, negotiating skills;
- Demonstrates the ability to incorporate technical information into policy and strategy formulation and into programme design and implementation, and to appropriately communicate it internally and externally.
- Ability to translate policy and programme principles into relevant, effective, and context specific approaches, including in emergencies and protracted conflict situations.
- Experience leading teams in strategic discussions;
- Experience working in a multi-donor environment;
- Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
- Ability to deal patiently and tactfully with people of different national and cultural backgrounds; ·
- High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment;
- Experience in managing diverse and sometimes competing interests and perspectives to arrive at a durable consensus;
- Language: Excellent spoken and written communication skills in English required.
