COUNTRY CONTEXT/ ORGANIZATIONAL CONTEXT:
The WFP Regional Bureau for Western Africa covers a region that extends from Mauritania to Chad and along the coast from Cameroon to Senegal. It consists of 19 countries; The West Africa Regional Bureau (RBD) is based in Dakar and provides strategic guidance, technical support, and direction to country operations in these countries.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities
ACCOUNTABILITIES / RESPONSIBILITIES:
Under the direct supervision of logistics officer – funds management the incumbent will:
- Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
- Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
- Contribute to budget preparation, monitoring and revision for all delivery modalities,
- Ensuring adherence to relevant procedures and in compliance with corporate standards.
- Collect and compile data, produce and/or contribute to reports and ensure information accuracy in corporate systems in support to informed decision-making. Compile a monthly analysis to monitor budget status in the Region and establish tools to measure accuracy of budget estimates versus consumption.
- Monitor information in the database of Projects and Budget Revisions and ensure that the budget is up to date. Advise Country Offices in the region accordingly.
- Provide guidance to other support staff, to assist them in completing standard tasks to agreed standards and deadlines.
- Provide specialized support to supply chain operations and support activities (funds management) by following WFP standard procedures.
- Perform a regular monitoring of the Invoice Tracking System (ITS), to ensure all Supply Chain Invoices arriving to Spending Units at Regional Bureau are properly documented and cleared without delay.
- Support the preparation of corridors budgets and their regular reconciliations
- Perform any other related task in the above context when and as required.
Education:
Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience:
You have:
At least five years of progressively responsible support experience including at least two years in the field of finance, accounting, logistics, transport, statistics, operations, administrative services, or another related field.
- Using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
- Analysing data (on commodities, funds, etc.) and drafting reports
- Measuring service providers performance against set KPIs.

Languages:
Fluency in spoken and written French and English is required. Knowledge & Skills: Experience utilizing computers, including word processing, spreadsheet, and other software packages.: Working knowledge (level C) of two of the UN official languages; training and/or experience using MS PowerPoint and other WFP software; knowledge of WFP administrative regulations and rules, and WFP policies and procedures in the area of work. |
