ORGANIZATIONAL CONTEXT
The World Food Programme’s Strategic Partnerships Division (STR) supports fostering partnerships with national governments and development actors – including International Financial Institutions (IFIs) – to strategically position WFP within the development sphere and mobilize new resources to achieve zero hunger and advance other related development priorities.
THE ROLE
You will provide a unique bridge between programme design, partnership development, advocacy and resource mobilization. Linking the portfolios related to IFIs, the WFP Africa Global Office and New York Global Office, you will assess global priorities and discourse around Human Capital Development (for IFIs and national governments) and lead the development of WFP’s offer in this regard with the relevant Program Divisions. You will also lead and support corporate technical working groups, presenting a cohesive corporate approach to strategic partners. Furthermore, you will help develop STR’s knowledge base and corporately systematize lessons learned in a variety of contexts.
The Senior Strategic Partnership Officer will report to and work under the direct supervision of the Senior Director for Strategic Partnerships, in close collaboration with STR IFI focal points. Support may include extended and shorter-term field missions, country level project preparation, and other types of country level support as requested by the Senior Director, STR IFI focal points and/or the coordinator of the Strategic Issues pillar.
KEY ACCOUNTABILITIES (not all-inclusive)
- Follow key thematic areas related to financing for Human Capital Development, digital transformation, youth, food systems and sustainability within the multilateral UN context in New York, including: the UN Security Council, the UN General Assembly, the UN Secretariat, the Economic and Social Council (ECOSOC), African Union engagement in New York and UN agencies such as UNDP, UNICEF, UNFPA.
- Identify and support with strategic and funding opportunities related to Human Capital Development, particularly global and regional funds and IFI financing, related to nutrition, health, social protection, supply chain and education. The focus will be on developing partnerships to advance countries' development agendas and support achievement of relevant goals and targets of the 2030 Agenda, the SDGs, and other relevant platforms, within the framework of national Zero Hunger Strategic Reviews, WFP's Country Strategic Plans, and South-South and Triangular Cooperation.
- Lead mapping of trends, opportunities, and modalities of partnering with diverse development actors in the field of Human Capital Development at the global and regional levels, providing advice, guidance and support to relevant WFP HQ Divisions, Regional Bureaus, and Country Offices.
- Coordinate with IFI focal points, capturing lessons learned for Human Capital Development and STR’s portfolio, to ensure a robust engagement with the IFIs. Facilitate Communities of Practice as needed.
- Oversee the development of the next generation of Cost of Hunger Studies in line with the African Union’s decisions. Develop a methodology for these Studies that includes all forms of malnutrition and supports countries on investment prioritization and financing. Lead and support any relevant corporate and inter-agency technical working groups related to these Studies.
- With the relevant HQ Divisions, develop priority areas for WFP’s support to Governments to achieve their development priorities and close the resourcing gap, including budget support and sustainable financing for food security and nutrition.
- With the relevant HQ Divisions, Regional Bureaus and COs, develop proposals for innovative financing mechanisms, including debt swaps and blended finance.
- Perform other related duties assigned by the Senior Director.
QUALIFICATIONS & KEY REQUIREMENTS
Education:
- Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.
Experience:
- Minimum 11 years of postgraduate progressively responsible professional experience, including specialized knowledge and experience required to design and drive strategic partnerships with national governments and International Financial Institutions.
- The position requires strategic vision, analytical skills, policy leadership and entrepreneurship, negotiating capabilities, and diplomatic acumen.
Language:
- Proficiency in writing and verbal communication in English is required.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language) is desired.
MORE ABOUT YOU
- Proven experience working in the field of Human Capital Development and engaging with International Financial Institutions and the African Union on this topic, including designing proposals.
- Hands on experience with WFP programmes, or other food security/nutrition programmes, at the country level.
- Knowledge and experience of project design and management required to design and drive strategic partnerships with national governments and IFIs. WFP specific project/proposal design an asset.
- Strong understanding of WFP and/or IFI rules and regulations and planning processes.
- Experience in conducting analytical research to inform public policy in the field of food security and nutrition.
- Private sector experience and understanding of the financial markets.
- Strong organizational skills and ability to work with multiple senior actors to tight deadlines.

This is an International Professional position and is open to all nationalities.
Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 2 years. The position is based in New York City, United States of America and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
