JOB PURPOSE

The WFP Regional Bureau for Asia and the Pacific (‘RBB’) provides strategic guidance, technical support and programmatic direction to the 18 WFP Country Offices in the region. This position (National Officer Regional CP management) sits within the RBB Programme Unit and provides guidance, support and oversight to WFP Country Offices (CO’s) on programmatic, operational, technical, and risk-related issues regarding NGO Cooperating Partner (CP) management. The position will initially report to the Regional Cooperating Partner Management Officer (’Regional CP Officer’) under the overall direction of the Programme Policy Officer responsible for Emergency Preparedness & Response and Inclusion issues, with a direct technical support line to WFP’s NGO Unit in HQ. WFP’s commitment to the Grand Bargain (specifically the Localization stream) focuses on being a better strategic and operational partner with its CP’s and RBB plays a key role in facilitating these processes at the Country Office level.

The incumbent will be responsible for the following areas, in close coordination with other RBB units:

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide COs with technical and operational support on the implementation of WFP’s Corporate NGO Guidance which includes Call for Proposals, selection processes, partner induction, performance monitoring, using the UN Partnership Portal, and so forth.
  • Support COs with the development of key documentation such as Standard Operating Procedures (SOPs), Cooperating Partner Committee ToRs, checklists, etc. that support an effective CP management function.
  • Provide guidance on Field Level Agreement (FLA) management, including budget negotiations, data entry, distribution reports and invoice management as well as technical partnership agreements at regional and country levels.
  • Provide training/webinars/information sessions and other knowledge management and learning opportunities for CO staff involved in the management of partnerships, as required, and equip them to be able to deliver training to CPs.
  • Identify, synthesize, and collate best practices and lessons learned to promote knowledge development and sharing on effective CP management and risks mitigation measures across the region.
  • Support RBB oversight of the COs CP management function in coordination with other RBB functions and contribute inputs towards broader programme and cross-functional oversight missions.
  • Support the identification, development and management of potential partners at the regional level in a select number of priority areas under guidance and direction from the Regional Programme Policy Officer for Emergency Preparedness & Response and Inclusion.
  • Provide support on RBB Programme business processes and contribute to regional knowledge management and capacity strengthening products such as regular reports and ad hoc presentations in close coordination with the Operational Information Management Officer and Head of Programme.
  • Provide guidance to CO’s that work with local governments as Cooperating Partners, liaising closely with HQ Legal and NGO units and support COs to address oversight and audit recommendations.
  • Provide support on missions occasionally as required, to provide support and technical backstopping for WFP emergency operations and temporarily fill gap for the CP management function in COs.
  • Support the provision of regional inputs to HQ on the development of corporate templates and standards for effective CP management.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION:

  • Master’s degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or Bachelor’s degree with additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE:

Required

  • Minimum three years’ experience in working with a UN Agency or INGO in an international humanitarian or development context in a programme, project management or partnership function.

Desirable

  • Familiarity with WFP or other UN Agencies’ NGO partnership issues is a plus.
  • Experience in humanitarian response operations is an advantage.
  • Understanding of the humanitarian landscape in Asia and the Pacific Region.

  • Excellent communication skills (written/oral/presentation) to capture, communicate and transfer knowledge to internal and external stakeholders.
  • Strong planning and time management, with a structured results-oriented, client-focused approach.
  • Strong network-building skills to establish and support a community of practice in the region.
  • Demonstrated knowledge and applied use of a range of digital tools and technologies for project, performance, data and knowledge management (including analysis, visualization and insights).

LANGUAGES:

  • Fluency in spoken and written English.
