ORGANIZATIONAL CONTEXT

The European Union (EU) is one of the largest providers of development assistance. In recent years, we have seen a steady increase of EU development contributions towards WFPs resilience building programs like school meals, social assistance, food-for-assets / resilience, nutrition, and smallholder farmer support. The funding comes from the following services of the European Commission: Directorate-General for International Partnerships (INTPA); Directorate-General for Neighbourhood and Enlargement Negotiations (NEAR); and the European Commission’s Service for Foreign Policy Instruments (FPI). Most EU development contributions are decentralized and managed through EU Delegations in the field.

THE ROLE

Given the importance of this funding to WFP’s Changing Lives agenda, this position will provide additional support and guidance to country offices to help position with EU delegations and ensure that WFP country offices develop high-quality proposals in line with EU country priorities outlined in the relevant EU Multi-annual Indicative Programme for each country. This position will also support country offices manage robust eligibility criteria and complex reporting, visibility, and administrative requirements throughout the entire cycle of the grant.

This new position will have a two main purposes: (i) to provide hands-on support to WFP Regional Bureaus and Country Offices to enhance their capacity to engage more effectively with EU Delegations to increase resource mobilization prospects; (ii) to provide training and strengthen the capacity of WFP Regional Bureaus and WFP Country Offices for an improved management and reporting of EU development contributions. As a complement, the incumbent will also contribute to strengthening the WFP dialogue and the partnership with the relevant Commission services at Brussels level, often in close coordination with relevant programme units at WFP Headquarters.

The applicant ideally is familiar with the EU’s priorities in external action; the working modalities of the relevant Commission services (INTPA, NEAR, FPI); and the full EU grant cycle (design, implementation, reporting, monitoring & evaluation; financial verification / controls). He/she should demonstrate proven experience of management of EU agreements and ability to dialogue with all related stakeholders on strategic/political positioning, as well as specific and technical issues such as legal frameworks, budgetary and financial mechanisms.

KEY ACCOUNTABILITIES (not all-inclusive)

Regional Bureau and Country Support

  • Assist WFP Regional Bureaus and Country Offices in mapping out potential funding opportunities at country and regional levels, including both as a result of direct negotiations with EU Delegations and/or formal calls for proposals.
  • Support Regional Bureaus and Country Offices for partner conversations with EU Delegations during prospective discussions on collaboration opportunities and program design phase.
  • Provide support to WFP Country Offices for the preparation of concept notes, projects proposals or formal documents for contracting for submission to the EU Delegations.
  • Travel to Country Offices where WFP implements EU-funded development interventions for the provision of guidance and capacity/training to improve program results and ensure that program interventions are aligned with EU contractual conditions and WFP policies.
  • Organize and participate in training on EU priorities in external action, working modalities, EU grant cycle and major contractual requirements.
  • Under the supervision of the Partnership and Compliance Officer within Brussels Global, participate, where appropriate, in the review and clearance of relevant contribution agreement signed between EU Delegations and WFP Country Offices.

At HQs level

  • Maintain intelligence on key Commission services (particularly INTPA and FPI) of relevance to WFP and facilitate exchange and mobilize support from relevant HQs program units.
  • Collate and prepare funding situation analyses, donor trends and priority areas that will contribute to WFP’s development work.
  • Maintain effective relationships with the Partnerships and Advocacy (PA) department through appropriate channels and contribute to the organization of donor meetings for ED, AED, BRU Office Director, and other HQs Directors, attending where required.
  • Contribute to the preparation and required follow-up of visits by senior WFP officials to Brussels, including agenda coordination, drafting of briefing materials, identification and acting on agreed follow-up actions with concerned units/COs etc.

QUALIFICATIONS & KEY REQUIREMENTS

Education:

  • Advanced university degree (Doctorate, Masters or equivalent) in Political Science, International Development, Economics, International Relations, or another relevant field from a recognized institution.

Experience:

  • At least 5 years of postgraduate working experience in development and government partnerships.
  • Previous experience in the management of EU contributions required.
  • Knowledge of the EU’s external action priorities and working modalities in development is a must.
  • Proficiency in MS Office (Word, Excel)

Language:

  • Proficiency in writing and verbal communication in English and French is required.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, Russian, Spanish, and/or Portuguese (A WFP’s working language).

TERMS AND CONDITIONS

This is an International Professional position and is open to all nationalities.

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Brussels, Belgium to take up this assignment.
