STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in in education, economics, agriculture, politics and public administration, development studies, nutrition or other relevant areas, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

Senior : At least ten(10) or more of postgraduate professional work experience in in the field of research, diagnosis, analysis of qualitative data, facilitation of workshops, monitoring and evaluation of projects/programmes or other related fields.
Junior : At least five(5) or more of postgraduate professional work experience in in the field of research, diagnosis, analysis of qualitative data, facilitation of workshops, monitoring and evaluation of projects/programmes or other related fields.

• Good technical knowledge in the development and drafting of reports/strategic documents and similar fields;

• Experience with the United Nations and/or International Organizations is an asset;

• Previous experience in the field of education, nutrition, school feeding, school health is highly desirable.

Skills:

• Perfect knowledge of Microsoft Office software packages;

• Excellent workshop facilitation skills, ability to speak in public and strong communication skills;

• Experience of working with public administration and ease of contact with senior officials is an asset;

• Have a spirit of initiative, maturity in judgment, ability to establish and maintain effective working relationships with representatives of institutions, government partners, and communities of different origins and cultures;

• Knowledge of the context in Benin and of field work is desirable.

Languages:

Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

The World Food Program (WFP) has decades of experience in implementing school feeding programs and supporting governments to establish and scale up national school feeding programmes.

WFP's School Feeding Strategy 2020-2030 emphasizes that WFP will change the way it works with governments, strengthening the sustainability and institutionalization of its efforts through a better understanding of priorities and national challenges and helping governments tailor their responses to specific national contexts. In this way, WFP aims to help strengthen systems, provide technical assistance, improve the scale and quality of national programs and help governments innovate and test new approaches.

In this context, the WFP Country Strategic Plan in Benin for the period 2019–2023 includes the dimension of institutional capacity building, with a view to ultimately helping the Government to design and carry out an integrated national development program. school feeding based on local production.

In this dynamic, the Government of Benin, with the support of WFP, will undertake an exercise to assess national capacities in the area of school feeding with the SABER-SF tool (System Assessment and Benchmarking for Education Results – Systemic Approach to Improve Results of Education) for better results in school feeding in July 2023. The SABER-SF is a tool that was developed by the World Bank, WFP and the Partnership for Child Development ( PCD) with the overall objective of helping governments identify the strengths and weaknesses of their school feeding policies, systems and programs and identify key areas on which to focus investments. The analysis further enables the development of national action plans or evidence-based roadmaps to improve their school feeding policies, systems and programmes. The SABER-SF examines five fundamental policy objectives that form the basis of an effective school feeding program, including policy and regulatory frameworks, financial capacity, institutional capacity and coordination, program design and implementation. program, and community roles. Benin had the opportunity to conduct two previous editions of SABER in 2014 and 2017. In 2022, it also carried out an inclusive exercise to identify national capacity building needs at various levels. The action plan resulting from the SABER process will also facilitate the development of Benin's national commitment note following the declaration of commitment to the global coalition for school feeding. Benin is indeed a member of the global coalition and its President of the Republic is one of its champions.

In support of the Government, the WFP office in Benin wishes to recruit two national consultants (one senior and one junior) to support the exercise which will include pre-consultations, group discussions with key local, national and international stakeholders, a workshop validation of data collected on the status of Benin's school feeding program according to the five policy objectives and the formulation of a national action plan to advance the national school feeding program. The process will be conducted under the direction/leadership of the Government of Benin with the support of WFP.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

This job is found in Benin Country Office (Cotonou) and the job holders report to the Head of the "Capacity Building and Knowledge Management" Unit.

KEY ACCOUNTABILITIES (not all-inclusive)

1) Collect and review all documents related to the national school feeding program (including policies, laws, plans, strategies, budgets, directives, reports and guidelines);

2) Make an analysis of the existing documents to feed the reflections;

3) Prepare a summary of the recommendations/achievements of the 2014 and 2017 SABERs;

4) Organize regional workshops for group discussions and or interviews with key informants (education sector planners, education policy experts and other experts) to review the five pillars;

5) Facilitate and document consultations, key informant interviews and focus group discussions with national and international stakeholders of the national school feeding program led by the WFP Country Office and the Government of Benin;

6) Analyze and consolidate the results gathered during the consultations, interviews with key informants and group discussions;

7) Organize and lead the workshop to validate SABER results and develop the action plan;

8) Write a summary note on the conclusions of the workshop including the key recommendations;

9) Write the SABER report according to the outline indicated taking into account the progress made by the country against the SABER objectives since the past exercises until the current SABER by highlighting the main stages and the recommendations of the workshop. This report will also include the action plan resulting from the workshop;

10) Facilitate the development of the draft engagement note to the Global School Feeding Coalition;

11) Facilitate the identification of funding sources and the expertise needed to implement action plans (Government, TFPs);

12) Support the organization of high-level political dialogue for the approval of priorities (ToR, Support documents, Procedures/Agenda, etc.).

13) Document the SABER 2023 process (lessons learned).
