Project Background:
USAID Public Financial Management and Administration (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.
Position Description:
The Senior Project Management Officer (SPMO) will work in close coordination with the Chief of Party (COP) and the Lead for Objective 1 to provide direction and oversight for strategic projects within the Jordan Customs Department (JCD) and as determined in consultation with the COP/Objective Lead and will provide direct technical assistance to the JCD PMU. The SPMO will also provide technical assistance to the JCD PMU to support the implementation of the JCD reform action plan.
The SPMO will also be responsible for all aspects of day-to-day implementation of assigned tasks, personnel management, reporting, and monitoring, leading to the achievement of quality work products. The SPMO will have oversight for the team in the JCD PMO for cross-cutting activities within the JCD and the MOF. The SPMO will work collaboratively with them to manage the implementation of technical activities and address key results and achievements through effective reporting to the Minister of Finance, the client, and project counterparts. In partnership with the C/Objective Lead and MOF, the SPMO is responsible for maintaining technical quality and coordination of technical activities.
Additionally, the SPMO, will provide leadership towards the successful identification and implementation of important reforms through the strategic alignment of reform activities, required resources, and coordination with the MOF and other entities.
Key Duties and Responsibilities:
- Under the direction of and in coordination with the COP/Objective Lead, the SPMO will co-lead and manage the implementation of the reform action plan objectives.
- Serve as relationship manager with key counterparts as applicable including MOF, JCD, Control Agencies, Customs Brokers/Agents, logistics providers, and other private sector stakeholders.
- Facilitate close internal collaboration between PFMA’s operations team and technical teams to ensure compliance with USAID and DAI rules and regulations and adherence to all contract deadlines and deliverables.
- Work with COP and technical team to support in the preparation of annual co-design work planning conferences, work plans, and progress reporting.
- Meet with senior staff to analyze performance data and consider any advice on changes to resource allocations and programming.
- Identify, develop, and recommend to the MoF, JCD and PFMA key reforms that are in addition to those included in the current version of the action plan.
- Provide technical expertise, coordination, and oversight to support the implementation of action plan reforms in a timely fashion.
- Manage and oversee the execution of special technical projects per the request of the MoF.
- Support PFMA’s Monitoring and Evaluation system (M&E) to keep track of the status of key reform activities.
- Performs other duties and tasks as requested by COP/Objective Lead and the Minister of Finance.
Qualifications:
- Bachelor’s degree in economics, finance, accounting, business administration or a related field required; master’s degree preferred.
- 15+ years of experience in managing complex projects or programs within the public sector (experience with JCD is preffered) and Public financial management, fiscal reform, or a related field.
- Demonstrated understanding of the requirements and challenges of fiscal reform
- Demonstrated project management experience required; project management certification (e.g. PMP) preferred
- Demonstrated ability to create and sustain productive working relationships with counterparts/ stakeholders in both the public and private sectors
- Demonstrated capacity to build staff skills and ensure quality control of activity deliverables
- English and Arabic fluency
