IT Specialist – Software Development and Big Data Evaluation

The “Solid Waste Management Jordan” project in Jordan is seeking an “IT Specialist – Software Development and Big Data Evaluation” for full-time base employment as per the below job profile.

Qualifications and specialist knowledge

  • Bachelor's degree in computer science, software engineering, or a related field.
  • 5+ years of experience in software development.
  • Strong understanding of software development principles and methodologies.
  • Experience participating in the technical evaluation process of external service providers for software development projects.
  • Excellent communication and collaboration skills.
  • Detail-oriented with strong organizational and project management skills.
  • Ability to work under pressure and meet tight deadlines.
  • Strong problem-solving skills and ability to think creatively to find solutions.
  • Ability to travel to partner's locations for installation of the application.

Main activities

  • Preparation of technically comprehensive tender documents for the project's related activities in accordance with PuR.
  • Participate in the technical evaluations and award processes.
  • Act as a focal point with assigned IT third parties, monitor their performance, provide feedback, and assure that the results are matching to the project's predefined needs.
  • Responsible for the taking-over of the results prepared by IT third parties.
  • Design a comprehensive assessment process of the first phase of the existing application to identify bugs and areas for improvement, together with external supplier, including the tendering process
  • Oversee the development of the second phase of the application with the external service provider, ensuring that all tasks are completed on time and within budget
  • Work closely with the external development team to ensure that all requirements are met and all issues are addressed
  • Fix bugs and address issues with the first phase of the application
  • Assess the overall performance of the first phase of the application and provide recommendations for improvements
  • Ensure that the application is developed using specific technologies as required by the political partner
  • Ensure that the application is developed in a sustainable way, minimizing the need for ongoing support and maintenance
  • Maintain clear and concise documentation of the development process, including project plans, progress reports, and status updates
  • Collaborate with the political partner to ensure that their needs are being met and their expectations are being exceeded
  • Monitor the performance of the external service provider and ensure that they are meeting the project requirements
  • Conduct site visits to partner's locations for installation of the application

The Software Development Specialist will be working for the assessment of a first phase waste monitoring application and for the technical evaluation during the tendering process for an external service provider for the further development in a second phase. Once the provider is selected, the specialist will oversee the development process, working closely with the external development team to ensure that all tasks are completed on time and within budget, fix bugs from the first phase of the application, and assess its overall performance. The Specialist will also conduct site visits to the partner's locations for installation of the application and ensure that the application is developed in a sustainable way, minimizing the need for ongoing support and maintenance.
