JOB PURPOSE

Under the overall technical guidance from Senior Protection and Accountability Advisor and direct supervision of Programme Policy Officer (Gender and Protection) and in close collaboration with staff across WFP including regional and headquarter levels, Cooperating Partners, and interagency fora, the Programme Associate (Gender) will mainstream GEWE across WFP programmes and operations in Myanmar.

KEY ACCOUNTABILITIES (not all-inclusive)

Based in the Country Office, the incumbent will be required to travel to support field offices and WFP’s operations in Myanmar in implementing gender aspects of the WFP Myanmar PGAAP Strategy and Action Plan, under the Gender Policy 2022, while recognizing other multidimensional identities including disability and ethnicity.

Core Responsibilities

  • Ensure robust mainstreaming of gender into WFP programming and operations, including systematic gender assessment and analysis, policy and programme advice on specific gender issues.
  • Support integration of gender into operations and support functions including supply chain, human resources and communications.
  • Work with PGAAP team in consultation with senior management in the Country and Sub-Offices to ensure strong institutional commitment and leadership for GEWE and its integration in the rest of PGAAP work including personal data protection, protection from sexual exploitation and abuse (PSEA) and accountability to affected people (AAP).
  • Develop staff capacities to integrate GEWE into their work, employing diverse learning methods such as new staff orientations, staff sessions, partner mentoring and dissemination of the Gender Toolkit.
  • Strengthen WFP partners’ gender awareness, gender analysis capacities and ability to mainstream gender in programming and operations.
  • Manage the application of the Gender and Age Marker (design and monitoring).
  • Coordinate gender work and strengthen the capacities of the Country Office Gender and Protection Results Network (GPRN) and Gender and Protection Focal Team (GPFT) members.
  • Establish and strengthen strategic partnerships on GEWE.
  • Mobilize resources to support implementation of the Country Office PGAAP Action Plan and related GEWE initiatives.

KEY ACTIVITES

Knowledge Management, Information and Analysis

  • Work within PGAAP team and with Research Assessment and Monitoring (RAM) and other teams to ensure systematic collection, analysis and use of quantitative and qualitative sex- and age-disaggregated data.
  • Ensure that gender considerations are integrated in all data collection initiatives (surveys, focus group discussions etc.).
  • Mainstream gender into needs assessment frameworks, including adaptation of tools, collection, analysis and reporting processes to ensure that different beneficiary needs are identified and met.
  • Facilitate gender analyses, so that the Country Office staff identify strategic and practical responses to advancing gender equality in Myanmar.
  • Provide advice on the integration of gender in the formulation of country-level project projects/programmes.
  • Support the work of the GPRN and GPFT; contribute to the WFP Gender Community of Practice, including contributing to the online Gender Community and facilitating participation in the monthly gender brown bag sessions.
  • Actively participate in, and contribute to, the work of the inter-agency gender theme group in Myanmar including Gender in Humanitarian Action, Youth Theme Group, Gender-Based Violence Area of Responsibility and related groups.

Programme and Operational Support

  • Mainstream gender in the Country Strategic Plan (CSP) and support integration of GEWE in the planning, implementation, monitoring and evaluation of Country Office programmes, projects and related initiatives.
  • Support application of the Gender and Age Marker to all programmes, at both the design and monitoring stages.
  • Support Country Office teams in establishing or revising monitoring frameworks to measure progress in integrating gender in programme/project processes and outcomes.
  • Work with Operations teams (supply chain, communications, human resources, administration) to enhance GEWE integration in procurement, logistics, recruitment, office and warehouse sites, and communications.
  • Ensure the integration of gender equality in inter-agency/cluster results frameworks; the UNCT-SWAP Scorecard and the Quadrennial Comprehensive Policy Review (QCPR).
  • Provide support and build capacity for the integration of gender into disaster preparedness, contingency, resilience and post-disaster needs assessments planning.

Capacity Strengthening

  • Devise and support the implementation of gender capacity development initiatives.
  • Advice and assist in the development of gender equality training materials, adapted to the local context.
  • Provide (and/or facilitate) training on gender awareness, gender analysis, Gender and Age Marker, gender in the programme management cycle, gender-based violence, prevention of sexual exploitation and abuse (PSEA) and other related subjects.

Coordination

  • Support, advise and strengthen coordination mechanisms for gender mainstreaming in WFP’s programmes and operations.
  • Represent WFP in interagency working groups and facilitate WFP engagement and coordination of gender networks.
  • Liaise with the regional gender adviser, PGAAP team, GPRN and GPFT members and other staff as well as gender staff of other UN entities, NGOs, community-based organisations and representative bodies; including women’s rights organisations and the national women’s machinery.

Advocacy & Partnership

  • Provide technical support and identify opportunities for GEWE advocacy.
  • Support the Country Office in producing regular updates and briefing materials to promote localization of GEWE to the extent possible in the Myanmar context.
  • Work with Management to ensure adequate allocation of human and financial resources for effective mainstreaming of gender, including targeted gender equality initiatives.
  • Build strategic alliances with other key actors, internal and external to WFP, to advocate for gender transformative programming and collaborate on GEWE initiatives.
  • Engage with donors on GEWE.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of bachelor’s in development or gender studies, social sciences, law, human rights or other relevant qualification.

Experience: Minimum of 3 years’ experience in gender or related field, such as protection, including demonstrated skills in gender analysis and mainstreaming of gender equality and social inclusion.

Languages: Fluency in both oral and written communication in English and Myanmar is required, and other local languages spoken in Rakhine, Kachin, Shan, Kayin, one of the Karenni languages are desirable.

KNOWLEDGE AND SKILLS

  • In-depth knowledge of gender in humanitarian and development settings, gender-based violence, humanitarian policy issues and linkages with food security and nutrition.
  • In-depth knowledge of key gender and protection issues in Myanmar as they impact humanitarian response, and knowledge of humanitarian principles and principle of ‘do no harm’.
  • Solid knowledge of international standards, policies and frameworks relating to PGAAP including knowledge of the UN system, including gender-related mandates.
  • Solid analytical skills, including gender analysis.
  • Excellent advocacy and interpersonal skills including ability to build strategic relationships and influence a wide range of internal and external stakeholders.
  • Sound knowledge and skills in adult learning.
  • Team spirit and excellent interpersonal relations.
