STANDARD MINIMUM QUALIFICATIONS
Experience: Minimum of five years of relevant professional work experience in M&E and/or VAM activities.
Education: Advanced University degree in social sciences, statistics, development economics, performance management, Data Science, Public Health/Nutrition, Geography, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Language: Fluency (level C) in English and Spanish (duty station language)
ORGANIZATIONAL CONTEXT
These roles are found in Country Offices (COs), mostly on temporary basis and in support of protracted emergency operations. Job holders report to the Deputy Country Director (DCD). Job holders at this grade level demonstrate good understanding of the strategic approaches to security to identify potential threats in the context in which the security function operates and the broader implications of day-to-day security information analysis and management. Job holders have capacity to apply conceptual security information analysis methodology, policy frameworks and process a wide range of security information elaborating synthesis of trends and patterns of threats of threats and contribute to the development and implementation of security measures. They are exposed to a range of security information analysis activities contributing to the immediate team work.
KEY ACCOUNTABILITIES (not all-inclusive)
Monitoring and Evaluation (M&E)
1. Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans
2. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review, and evaluations findings accessible, developing innovative, user-friendly, and informative products.
3. Support WFP Management in addressing recommendations from monitoring, reviews, and evaluations to ensure that follow-up actions are taken as required.
4. Contribute to building M&E capacity of WFP staff and partners through training and information sharing.
5. Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
6. Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis.
7. Manage and update the corporate monitoring tool (COMET), support identification of core elements to include in COMET, integration with other systems (e.g., LESS, WINGS) and validation of data.
8. Draft regular monitoring reports on status of results and implementation progress contributing to create evidence for better programming.
9. Responsible to generate and compile data to CO’s Annual Country Report (ACR).
10. Manage/support the unit with the implementation of: a) a decentralized evaluation in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS); b) a pilot impact evaluation on market participation from family farmers in school feeding using a specific app; c) the CSP centralized evaluation in 2023; d) other evaluations according to specific demand. The candidate will manage or support evaluation processes from planning to completion: hiring and supervising external evaluators; engaging stakeholders, managing communications and budgets, act as focal point.
Vulnerability Analysis and Mapping (VAM)
11. Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
12. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
13. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
14. Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
15. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

JOB PURPOSE
Guatemala is an upper-middle-income country with stable macroeconomic indicators and sustained economic growth. Nonetheless, pervasive poverty, high rates of stunting and socioeconomic and political inequality threaten the food security of the most vulnerable people, particularly women, children and rural and indigenous people. Guatemala is prone to natural hazards and is one of the countries in the region most affected by climate variability and change. WFP’s country strategic plan for 2021–2024 (CSP) is aimed at supporting the Government of Guatemala in achieving sustainable, inclusive and equitable development by investing in resilience building, nutrition specific and sensitive programmes and policies as a pathway towards rural transformation and the sustainable development of infrastructure and human capital and by providing technical assistance to facilitate exchanges through South–South and triangular cooperation. The CSP is focused on providing technical assistance for government social protection and emergency preparedness programmes, promoting transformative approaches such as behavior change to improve diets and climate change adaptation, and employing a comprehensive approach to building resilience of communities at risk of food insecurity and malnutrition. Given Guatemala’s exposure to natural hazards and the impacts of climate change, WFP will also continue to provide direct food assistance to meet essential needs and ensure that the most vulnerable people have access to nutritious food in the event of shocks.
The objective of the consultancy is to provide support to the Guatemala Office to develop and implement Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. Additionally, the objective is to support supports food security and nutrition policies and programmes through generating evidence based. The selected candidate will manage the M&E-VAM unit, including a team composed of national staff and consultants.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Previous experience in humanitarian or development contexts, with emphasis in M&E and VAM functions.
• Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
• Development and maintenance of monitoring database.
• Demonstrated solid knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
• Previous experience managing people.
