Organizational Context and Scope:
Migrant workers, both domestic and international, are an increasingly important part of the global workforce. Garment-producing countries such as Egypt, Jordan, Malaysia, Mauritius, and Thailand rely heavily on international migrants, especially women.
Migrant workers may face risks throughout the labour migration journey, in their country of origin, as well as in the destination country. For instance, they may be charged excessive recruitment fees and related costs, putting them in debt bondage, or they may face challenges in the workplace, such as non-payment of wages or lack of access to effective remediation. Contributing to these risks is the fact that often times, migrant workers lack information on safe migration, their rights, entitlements, and obligations in the country of destination, or where they could seek help in case, they face any challenges or violations of their human and labour rights.
To fill this gap and support migrant workers in Jordan, IOM and its private sector partners are looking into establishing a MRC (for the Garment sector) in Jordan. To do so, IOM seeks a consultant to carry out a feasibility study on the most appropriate modality for the MRCs, including a sustainability strategy, in line with IOM’s ‘Running an Effective Migrant Resource Center: A Handbook for Practitioners'.
In order to inform the feasibility study, the IOM and private sector partners will conduct a quantitative learning needs assessment among migrant workers who are employed in specific facilities. The purpose of this assessment is to determine the needs of the migrant workers, as well as their preferred method of accessing the MRC (especially for the Garment sector). The data and findings from the assessment will be made available to the consultant for analysis, inclusion and for developing policy recommendations.
The study will be informed by a learning needs assessment survey, based on interviews and discussions with migrant workers, to determine the scope of services offered by the Center as well as its operational model. As part of the study, IOM will also identify the most suitable sustainability strategies that can ensure the Center continues delivering services to migrants upon the project closure.
Core Functions / Responsibilities:
Responsibilities and expectations from the consultant
- Complete a feasibility study, including a sustainability strategy, on the most appropriate modality to establish and scope of services of a Migrant Resource Center (Garment sector), in line with IOM’s ‘Running an Effective Migrant Resource Center: A Handbook for Practitioners'
- Undertake duty travel for on-site assessments and engagement with key stakeholders, as required.
- Development of a concept note on the way forward to establishing an MRC using the results and recommendations of the feasibility study.
Category B Consultant hired to develop a feasibility study on most appropriate modality of an MRC for Garment. including sustainability strategy, in line with IOM’s ‘Running an Effective Migrant Resource Center: A Handbook for Practitioners'.
The primary deliverable under this ToR is a report, expected to be up to 30 pages in length. The expected stages for the preparation of the feasibility study are listed below:
· Stage 1 – Desk Research – Design, methodology, tools, data gathering.
· Stage 2 – Conduct data collectioninterviews with stakeholders and develop initial report, integrating LNA survey results.
· Stage 3 – Conduct final analysis and synthesize findings into a draft report.
1.First phase deliverable
Preparation & Development Phase:
- Design the methodology, implementation plan and workplan for the feasibility study, in alignment with IOM’s guidelines on establishing an MRC.
- Review the initial data and findings from the learning Needs Assessment conducted by IOM Jordan with the targeted migrant worker populations in June 2023.
- Conduct a desk review and mapping of existing MRCs and the services available to migrant workers in Jordan.
- Develop required tools to conduct data collection and validation (i.e. surveys, FGDs, interviews, etc.).
2. Second phase deliverable

- Engage with migrant workers in migrant worker languages (directly or via translator) to validate findings of learning needs assessment (quantitative) carried out by IOM and its partners and build on the findings of the desk review.
- Conduct interviews with pertinent stakeholders, including, but not limited to, counterparts from government, UN/NGO staff working with migrant workers/MRCs, CSOs, Embassy of Bangladesh, etc.
- Data processing and submission of an initial draft report on the assessment phase, including the results of the LNA survey.
3. Third phase deliverable
Products Submission Phase
- Draft and submit a final report on the feasibility on the set up and running of MRCs, incorporating all feedback from IOM, migrant workers, and other stakeholders, not exceeding 30 pages (without annexes). This would include the following:
- Overview of the findings of the LNA and follow on data collection under the feasibility study
- Articulation of the possible implementation modalities of the MRC (regulatory, structural, organizational framework, mandate, existing training programs, best practices, challenges and lessons learned). This would include the development of recommendations on best practices, challenges and lessons learned.
- Available learning resources and access to information for migrant workers with mapping of current gaps and opportunities.
- Development of a concept note on the way forward to establishing an MRC using the results and recommendations of the feasibility study.

Minimum Qualification and Experience
- Master’s degree or higher in a relevant discipline (law, international law, political science, social sciences) with 2 years’ relevant professional experience, or a bachelor’s degree in a relevant discipline along with 4 years’ professional working experience, in the areas of social studies, labour law, international human rights standards or support to migrant workers.
- Minimum 2 years of experience in conducting research and assessments in the field of migrant workers, international human rights law or labour law, preferably in the context of Jordan or other countries in the region. Familiarity with international labour law standards and OHCHR Guiding Principles on Businesses and Human Rights are essential.
- Experience in the set-up, running and/or evaluation of MRCs would be particularly advantageous.
- Arabic language is preferred, and Bangla language is desirable.
- Proficient use of Microsoft applications such as Excel, PowerPoint, Word and survey software.
Language requirements:
- Fluency in English and Arabic is required.
