Position Description
EnCompass LLC is seeking a Grants Specialist candidates for the USAID Makanati Women Economic Empowerment and Leadership Activity in Jordan. The purpose of Makanati is to contribute to increasing women’s access to waged employment and leadership opportunities in Jordan by improving women’s access to the job market, addressing inequalities and prohibitive social norms and traditions, and enhancing the workforce enabling environment.
The Grants Specialist will report to the Grants Manager and be responsible for supporting the accounting, finance, procurement, and grant monitoring, for grants and facilitate assistance awards to local partners for innovative, adaptive, and locally led development approaches that support Makanati objectives. The Grants Specialist will contribute to other functions as required by the contract as well as the day-to-day follow-up of the grantees. The Grants Specialist will review and process grant applications, conduct due diligience and preassessment prior to award, support the grants selection committee, working closely with the Operations team to finalize procurement processes and review monthly grantee reports. The position requires utilization of the appropriate systems and following proper grants management procedures to disburse, account for, and report usage of funds. S/he will work directly with the Grants Manager to ensure full compliance in accordance with USAID rules and regulations, functioning of grants processes, and maintaining internal controls for all activities.
Position Duties and Responsibilities
Essential functions:
- Conducting the initial processing of incoming proposals by:
- Reviewing proposal submissions (eligible vs. ineligible).
- Manage applications review for the grants selection committee.
- Review award package preparation.
- Responsible grants management and compliance for a large number and wide range of grants issued to local governmental and non-governmental organizations, working closely with the Grants Manager and rest of the team.
- Organizing and maintaining grant documentation throughout the activity cycle, including grantee reports and correspondence from pre-award to close out.
- Assisting the Grants Manager with regular Database and SharePoint file management throughout the entire activity cycle.
- Assisting with award data quality control and following up to ensure course corrections are made as needed.
- Tracking grantee evaluation, monitoring, and compliance.
- Review post-award management documentation in support of the Grants Manager.
- During grants implementation, review payment requests, ensuring all required documentation is included with the payment package and saved in the activity file.
- Work with the Grants Manager with the grant closeout process, ensuring all files are complete and accurate before closeout, following up with grantees to complete activity files, as needed.
- Fulfilling additional administrative functions, as assigned.
- Engaging fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Qualifications
Academic Qualifications
- Bachelor’s degree in accounting, finance, management, business administration or similar field, master’s degree preferred)
Experience and Skills
- Minimum of four (4) years of experience working on donor-funded projects in a related role and working experience in grants and operations management field, previous experience working in USAID-funded projects preferred.
- Proficient in US Government grants management, procurement, and financial reporting processes and requirements highly preferred
- Experience in reviewing and negotiating budgets, reviewing financial reports, preparing for, and monitoring audits of grantees, and file management.
- Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
- Excellent knowledge of grants under contract tracking and operations
- Ability to multi-task & work well with team members.
- Ability to listen and communicate well both verbally and in writing
- Ability to work independently
- Attention to detail and accuracy
- Very good skills in English, both written and verbal, required. Fluency in Arabic, required.
