POSITION OVERVIEW
WFP Somalia is seeking to fill the position of M&E Officer, who will work closely with the Social Protection team to measure the impact of its programmes. The role will report to WFP Somalia’s Head of Planning, Monitoring, Learning, & Evaluation, thereby ensuring the activities are synergized with global, regional and local best practices. The role is crucial for strategically positioning WFP's role in Somalia's social safety net, serving as a partner of choice to the Federal and State Governments and supporting the WFP team to improve the quality of its programmes. The candidate will gain exposure to Government stakeholders and key donor partners such as the World Bank.
Working under the direct supervision of the Head of Planning, Monitoring, Learning and Evaluation (PMLE) unit and the technical guidance of the Head of the Social Protection Unit, the selected candidate will be responsible for:
Technical support with respect to M&E, including guidance and assistance to Area Offices in planning and implementing M&E activities related to WFP’s Social Protection projects -the Baxnaano/SNHCP – and related intervention operations.
Measuring the impact of the safety nets programme against target indicators and presenting progress in various formats to WFP, government, World Bank and cooperating partner counterparts.
The measure of success at the end of the assignment will be the ability to demonstrate the positive impact of WFP's social protection programmes to a wide range of stakeholders by providing compelling evidence-based M&E data and findings.
WHAT WILL YOU DO? (not all-inclusive)
1. Contribute to the development and revision of the strategic results framework; –
- Consult all relevant technical units to ensure that output and outcome indicators are reviewed periodically and modified.
- Provide technical assistance and support to new developments in M&E, including beneficiary counting.
- Develop a framework to evidence WFP’s contribution to eradicating poverty and hunger through the social safety nets programme.
2. Support roll-out and implementation of the monitoring and evaluation strategy; –
- Assist in developing project and context-specific monitoring plans that are risk-based and focus on measuring results.
- Assist in the revision of M&E standards, processes, and tools.
- Conduct on-site missions in area offices to support the roll-out of M&E activities.
3. Contribute to and provide quality assurance for monitoring and performance reporting processes and products; –
- Review and provide insights on new projects and budget revisions that are managed by Project Review Committee (PRC)
- Ensure that project documentation includes minimum M&E standards and requirements for WFP operations.
- Provide technical inputs to the development of Standard Project Reports (SPR) guidelines, review SPRs for assigned operations and provide technical feedback to the Country Office /Regional Bureau.
- Support the analysis of M&E data from the Social Protection Portfolio and provide input to improve results reporting.
- Contribute to M&E knowledge management by writing for the M&E wiki and other related web-based guidance and e-guides.
- Support in the analysis, interpretation, and documentation of outcome data as appropriate
4. Contribute to the development of COMET basic modules and training materials; –
- Support the development of content for COMET training modules and materials, as well as pilot modules, through on-site and remote training.
- Provide support to area offices on how to use COMET basic modules in line with M&E best practices & programme design
- Support in the design of COMET Plus features such as monitoring checklists, assessment tools, nutrition calculator, cooperating partner reports, and integration with the COMPAS system (LESS).
DO YOU MEET THE MINIMUM REQUIREMENTS?
Education:
- Graduate or advanced university degree and training/courses in one or more of the following disciplines: International Development, Political or Social Sciences, Data or Computer Science, Mathematics or Statistics.
Experience: Minimum 2 years of professional experience progressively responsible for: –
- Developing M&E system(s) including preparation of data collection tools.
- Development and maintenance of monitoring database
- Capacity development for internal staff and external counterparts
- Analyzing qualitative and quantitative data and reporting
- Performance reporting for programme operations
Language: International Professional: Fluency (level C) in English language. Proficiency in Somali would be an advantage but not a requirement.

- In-depth knowledge of results-based management principles and practices.
- In-depth knowledge of monitoring and evaluation methods, metrics, statistical applications and reporting systems.
- Advanced analytical skills.
- Familiarity with programming design, implementation, and adaptation in development and humanitarian contexts.
- Practical knowledge of monitoring data is the collection, compilation, analyses and presentation for management decisions, programme improvement and donor reporting.
- Team capacity development through formal and informal training interventions.
- Excellent data presentation and visualization skills.
- Proven ability to analyze and develop quality reports with minimal support.
- Proven ability to network and collaborate with cross-functional teams.
- Effective communication skills both verbal and written.
TERMS AND CONDITIONS
Contract Duration: 11 months (initial)
