WFP has been present in Nepal since 1963 and provided assistance to the country in emergency response and protracted recovery interventions in the aftermath of the 2015 earthquake and recurrent natural disasters (mainly floods and landslides). While the country has made considerable progress and remarkable achievements in socio-economic indicators, a significant gap remains in strengthening food security and nutrition given Nepal’s alarming levels of malnutrition, especially stunting, and wasting, achieving gender equality, and eliminating geographic and socio-economic disparities among the most marginalized groups and thereby leaving no one behind (LNOB).
JOB PURPOSE
The Logistics Capacity Assessment (LCA) is a source of information related to logistics infrastructure and services in a given country; a tool for organizing that information in a standard way across multiple countries; and a means of sharing that information both within WFP and with the humanitarian community globally. The last LCA was conducted in two phases in 2019 (first phase) and 2020 (second phase). In the first phase, the assessment was carried out in three provinces (Madhesh, Karnali, and Sudurpaschim) and in the second phase in four provinces (Koshi, Bagmati, Gandaki, and Lumbini). As a part of preparedness activities, together with the preparation of contingency plans, the WFP CO Nepal Emergency Preparedness and Response unit’s one of the targets for 2023 is to conduct an LCA in all seven provinces.
The objective of this assessment is to improve the humanitarian communities’ level of operational readiness and the findings will also allow for the development of scenario-based logistics response plans which will support an efficient and rapid humanitarian response. The assessment cover comprehensive reports of the logistics infrastructures of a country, including a) Humanitarian logistics background, b) Infrastructure information (roads, airports, seaports, warehouses, etc), and c) Logistics suppliers (transporters, suppliers for generic goods and services providers, etc).

KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall supervision of the Head of the Supply Chain and Emergency Preparedness and Response (EPR) Unit, and direct supervision of the EPR Project Manager, and in close coordination with Component II (Data Preparedness for Response) of the EPR project, the incumbent will carry out the following tasks:
- Contribute to update the Nepal Humanitarian Background section according to the new Disaster Management law and the latest relevant Government documents.
- Assist in identifying potential Government partners/counterparts at the central and/or provincial level as well as locally based NGO/humanitarian organizations operating in all seven provinces and update their technical and logistics capacities.
- Assist in updating the existing customs import regulations including the process for clearance, requirements for specific commodities, exemptions, and all required documents.
- Provide basic information on in-country airports and airfields including geo-coordinates, existing conditions, and capacities. Update local air transport operators’ capacity for both passenger and cargo movements.
- Provide support to update airport off-taking capacities, storage facilities for building and bagging cargo, customs procedures, seasonal port congestion, major clearing and forwarding agents’ indicative handling costs, and existing constraints.
- Assist in assessing transit corridors for cargo discharged at ports or overland entry points. This may include in-country travel for a physical assessment of the roads and railway line, estimation of the transit time from ports of discharge or overland entry points to delivery points, and availability of warehouses near delivery points.
- Support in surveying the most conceivable primary, secondary, and tertiary transport routes. The assessment require details of the present road capacities (with seasonal adjustments) and potential constraints.
- Support to assess capacities and collect information on local trucking companies, e.g. fleet sizes, and operational constraints (permits, fuel, spares, etc.), and indicate transport rates to major up-country destinations. Assess river transport options, if applicable, indicating present capacities with seasonal fluctuations including information on river transport operators (fleet size, indicative rates, services) and discharge infrastructure.
- Visit major market centers in all seven provinces for collecting relevant market information.
- With direction from the Pillar lead prepare (electronic) LCA templates ready to be uploaded in the digital LCA, as per guidelines of the Global Logistics Cluster
- Provide monthly updates as per the work plan specified by the EPR focal point for LCA.
- Handover the necessary deliverables in the time and manner specified by the TOR
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both written and spoken English and Nepali is required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Minimum five years of work experience in logistics data analysis, logistics planning, and humanitarian fields
