ICLA Specialist Jordan Amman
Job Purpose
As the ICLA Specialist you would be responsible for technical development of the Information Counselling and Legal Assistance (ICLA) Core Competency (CC); definition of strategic direction and quality assurance as well as overseeing implementation of the ICLA strategy and quality control in alignment with Country Office.
In this position, you would also play a key role in donor engagement and resource acquisition for the ICLA CC and you would also be responsible for mentoring, training and capacity building of staff on ICLA technical capacity.

What you will do
- Develop ICLA strategy, technical guidance and Macro Logframes (LFAs) s that are aligned with regional and global strategies and priorities.
- Provide technical direction and ensure high technical quality and synergies in project implementation by offering support to ICLA program teams in the implementation of the ICLA strategy action plan.
- Contribute to fundraising, develop and revise funding proposals, budgets and donor reports.
- Identify trends, technical standards and donor priorities, ensure programme is continuously up to date on the latest issues relating to ICLA at both a local and national level.
- Ensure drafting and roll-out of the relevant guidance and tools for the provision of legal aid and legal protection services.
- Ensure overall quality of the programme, including through beneficiary participation and continuous learning, in collaboration with MEAL Department.
- Continue to seek new and innovate project interventions to ensure program diversification and expansion within context limitations.
- Ensure that key learnings are extracted from ICLA implementation, and incorporate them in ICLA and staff development processes.
- Provide systematic training and build capacity of technical staff in approaches including cash-based interventions and market-based programme as well as provide capacity development initiatives to local partners on legal aid case management and on laws and obligations relevant to refugees
- Represent NRC in relevant forums/clusters, including with national authorities and donors, maintaining strong relationships with government counterparts and relevant stakeholders in and outside Jordan. .
- Carrying out regular analysis to ensure programme relevance, efficiency and impact.
- Promote the rights of refugees in line with the advocacy strategy – Produce regular evidenced-based policy briefing papers and analysis that contribute to the legal protection trends analysis and other advocacy initiatives.
- Contribute to sectorial working group discussions and durable specific thematic groups such as complementary pathways.
- Compliance with and adherence to NRC policies, guidance and procedures as well as compliance with donor requirements and follow up on compliance with contractual commitments within ICLA.
- Ensure that NRC’s related activities are implemented within NRC’s Safe and Inclusive Programming (SIP) guidelines and action plans.
Professional competencies, skills & qualifications required
- Minimum 4 years of experience within technical expertise area in a legal/humanitarian/ recovery/development context.
- Experience in human rights/access to justice programming.
- Previous experience from working in complex contexts.
- Experience working in coordination and liaising with external actors.
- Ability to multi-task and work with short deadlines, as well as ability to work independently and proactively with limited daily support and supervision.
- Fluency in English, both written and verbal.
- Knowledge of Arabic is an asset.

Reports to : Head of Programme – NRC Jordan
Duty station: Amman, Jordan
Travel: up to 60%, within Jordan
Duration and type of contract: 12 months, Renewable (Fixed term, renewable based on funding, performance and need for the position)
Salary: Based Upon NRC salary Scale.
