BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The incumbent will be responsible for monitoring WFP’s activities within a specific geographic area of coverage, share the monitoring findings and observation through WFP’s reporting channels and platforms, and support the effective and efficient delivery of assistance.
ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):
Within the assigned unit and delegated authority, the Consultant will be responsible for the following duties:
- Set up and lead the internal coordination of a LECO Emergency Preparedness and Response (EPR) task force with work streams to support i) contingency planning ii) capacity strengthening and iii) EPRP tracking, in coordination with relevant Country Office units to ensure WFP Lebanon is able to quickly respond and deploy needed resources to affected areas at the onset of a crisis.
- Lead on technical coordination of preparedness activities at inter-agency level, with government stakeholders, NGO partners and other stakeholders and act as the focal point with other agencies engaged in contingency planning processes, ensuring a collective and inter-sector response (food assistance, livelihoods, nutrition, shelter, WASH, etc.), where possible.
- Lead the technical preparation and implementation of a Memorandum of Understanding (MoU) with the Lebanese Red Cross (LRC) on Emergency Preparedness and Response activities, including the review of Standard Operating Procedures (SOPs) and the potential capacity sharing needs for both organisations in Lebanon.
- Identify and build the capacity of the new generation of emergency officers (through building of rosters, simulations, mentorships and other workforce development initiatives); and coordinate with relevant functional units to avail dedicated learning opportunities for staff and partners as required.
- Provide technical leadership on detailed documentation of the current business processes if and as needed; develop SOPs and timelines related to the operation; evaluate and provide recommendations to assure and improve process business flow/system.
- Manage accurate and timely information and reporting to enable informed decision-making and consistency of information presented to a wide range of stakeholders including briefings notes, talking points and presentations.
- Support work on partnership cycle management (partner selection, oversight, reporting and assessment), building quality cooperating partnerships.
- Provide field-level support for WFP operations, including activity design, implementation, monitoring as well as budget management.
- Support programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities.
- Provide guidance and support related to the programme business process management (budget revisions, internal advance requests, others).
- Perform other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: |
Advanced University degree in Economics, International Development or Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses. |
Experience: |
At least five (5) years of relevant experience in humanitarian work, including at the field level. At least one (1) year working in WFP on Emergency Preparedness and Response is required. At least one (1) year of experience in Cash-based Transfers (CBT) design and implementation activities is highly desireable. Experience in drafting and developing humanitarian project proposals, donor proposals and drafting of donor/end of project reports, consolidating information from different sources. Experience in supporting coordination and relationship management with internal and external stakeholders. |
Knowledge and Skills: |
Can lead on technical internal and external coordination and design of emergency preparedness and response activites, with strong knowledge of principles and good practices of programme design, implementation and monitoring Demonstrates ability to represent WFP and enage with technical government counterparts at the national and local level Excellent analytical and writing skills, as well as strong interpersonal and communication skills. |
