BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) has stepped up its approach to broker South-South and Triangular Cooperation (SSTC) to support national governments in achieving progress on food security and nutrition. SSTC is increasingly important for WFP, and its host governments, to access and mobilize the growing expertise, technologies and financial resources that already exist in developing countries and the global South. The WFP Programme (Humanitarian and Development) Division (PRO) coordinates the implementation of WFP's SSTC Policy and serves as a helpdesk for WFP COs and RBx on SSTC. PRO assures normative guidance and provides technical support/coaching on SSTC to WFP RBx and COs while also engaging WFP's Centres of Excellence in order to help them identify and realize SSTC opportunities as part of WFP's programme of work. The division also coordinates WFP's SSTC engagement with other UN-partners and government partners and positions WFP on key SSTC issues relating to food security and nutrition in the context of the 2030 Agenda for Sustainable Development. The incumbent will be the focal point for (i) knowledge management; and (ii) communications.
The position will be based at WFP Headquarters in Rome, Italy, and will be for period of eleven months, starting as soon as possible.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead the operationalization and maintenance of a new knowledge sharing platform for WFP Country Offices (COs) on SSTC.
2.Collection, analysis and systematization of information from WFP COs and Regional Bureaux (RBx) in order to maintain all communications and KM channels and tools. Liaise with other regional and corporate KM colleagues to support the development and improvement of effective digital solutions for corporate knowledge management (such as platforms and repositories) and work closely with senior management at HQ, RB and COs to actively promote KM also via knowledge sharing events.
3.Draft case studies on WFP facilitated SSTC initiatives.
4.Develop, roll out and implement the SSTC Strategy for KM and the subsequent key KM materials in alignment with SSTC KM focal points in the field.
5.Curate and manage SSTC content throughout all relevant online platforms, including the WFP external website, WFP intranet (WFPGo), MS Sharepoint, Teams, the Programme Guidance Manual (PGM), the SSTC online community in Yammer and external sites such as South-South Galaxy, etc.
6.Provide support to WFP’s corporate learning related to SSTC, e.g., maintaining, updating and tracking usage on WFP’s e-courses on SSTC, supporting face-to-face and blended learning and related events.
7.Production and maintenance of communication plan, materials and channels (e.g.: case studies, factsheets, yammer, newsletters, publications, reports, short briefs, etc.) to increase visibility of SSTC brokered by WFP and to keep senior management and WFP practitioners in the field abreast of updates in this area.
8. Support to the roll-out of the programme of work of WFP's SSTC Global Task Force: Focal point for Workstream 1 of the Task Force.
9. Roll-out of at least 1-2 WFP South-South reviews, in the context of 2nd Generation of CSPs, as in coordination with PRO-T/SSTC's Unit Leader, RBx and COs.
10. Supervision of a Junior Consultant for knowledge management and communications as required.
DELIVERABLES AT THE END OF THE CONTRACT:
- Ensure that all work and materials developed during the contract are well documented and available to wider SSTC community of practice,
- Data analysed and prepared for the maintenance of WFP's SSTC knowledge matching platform,
- Events organized for the visibility of the platform,
- KM strategy drafted and rolled out,
- Communications plan drafted and rolled out,
- Consolidation of collection of SSTC case studies,
- South- South quarterly newsletters and similar communication products,
- SSTC Task Force supported in the roll-out of workstream 1 deliverables.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in International Relations, Economics, Communications, IT, or other fields relevant to the job profile.
Experience: Three years’ experience in an international work context.
Knowledge and Skills: Familiarity with WFP operations and understanding of WFP's approach to South-South and triangular cooperation is an asset. Experience in the field of knowledge management and communications. Specific experience in graphic design and management of knowledge platforms. Demonstrated strong writing and communication skills.
Proficiency in Ms Office (Word, Excel, PowerPoint). Proficiency in Tableau and web design programmes is an asset. Good teamwork skills.
Language: Fluency in English language and knowledge of a second official UN language.
