ORGANIZATIONAL CONTEXT

The Government of the Philippines has an established School-based Feeding Programme (SBFP) and has signed on to the School Meals Coalition, being the first country in Asia-Pacific to do so. The SBFP aims to address undernutrition among Filipino children, where they are provided with nutritious meals for a period of not less than 120 days. The programme is implemented by the Department of Education (DepEd) and Ministry of Basic, Higher and Technical Education (MBHTE) in the Philippines and aims to provide hot, nutritious meals to school children in public elementary and secondary schools across the country.

In recent years, there have been efforts and interest by the Government to expand and improve school feeding programmes in the Philippines, including introduction of the home-grown school feeding model (HGSF). To support the Government’s vision and commitment to the School Meals Coalition in adopting the HGSF programme in the country, WFP is providing technical assistance through evidence generation and advocacy to amend policies, enhance programme design, and build capacity of partners. WFP jointly with the Government is planning to launch a five-year project aimed at further enhancing and elaborating a HGSF implementation model, generating evidence and establishing groundwork on how to create sustainable and scalable programmes.

JOB PURPOSE

In support of the transformation of the school feeding programme in the Philippine, WFP is seeking a School Feeding Programme Policy Officer to lead its school feeding portfolio. The incumbent will operate under the direct supervision of the Head of Programme.

KEY ACCOUNTABILITIES

The incumbent will be responsible for carrying out the following tasks and responsibilities:

  1. Act as the country office school feeding lead, ensuring a clear and strong connection between the field operations, Country Office, Regional Bureau, and HQ in the implementation of the WFP’s overall approach to school feeding in Philippines.
  2. Translate corporate and regional policies and strategies1 pertinent to school feeding with focus on home-grown school feeding into country-level practices;
  3. Manage the school feeding programme effectively to meet needs of the school aged children, as well as capacity strengthening needs of the national stakeholders;
  4. Design and manage set up of school feeding interventions (HGSF and other modalities), while strengthening capacity of the Government to fund, implement, manage, monitor, and evaluate the school feeding programme as per their defined vision.
  5. Actively collaborate and coordinate with Country Office respective technical units for interconnectedness and coherence of school feeding activities with other areas within the Country Strategic Plan.
  6. Assist government counterparts to identify and analyze existing opportunities and challenges along key capacity areas, and support the design and delivery of suitable programmatic solutions.
  7. Establish and maintain strategic and operational partnerships and support related advocacy.
  8. Enhance WFP’s leadership status in different forums pertinent to school feeding programme.
  9. Manage evidence generation for school feeding, lead the preparation and dissemination of timely analytical reports.
  10. Contribute to resource mobilization efforts for WFP activities, including support to the design of funding proposals.
  11. Lead, motivate and develop a team of high performers.
  12. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Public Policy, Public Administration, International Development, International Relations, Sociology, or other fields relevant to social protection, or, a First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • 5 or more years of professional experience in design, implementation, management and evidence generation for home-grown school feeding:
  • Has experience working across the policy cycle and strong project management experience of school feeding programmes (including HGSF models);
  • Strong operational background in HGSF;
  • Strong experience in designing and leading capacity strengthening activities aimed at handover and/or transition and/or transformation of national school feeding prorgrammes;
  • Has experience leading a team.

Knowledge & Skills:

  • Understanding of WFP’s programmes and implementation requirements.
  • Knowledge of current thinking and developments in the field of school health and nutrition and country capacity strengthening;
  • Strong analytical skills and learning agility.
  • Problem solving and decision-making skills;
  • Ability to develop and maintain relationships with a variety of stakeholders;
  • Demonstrated ability to produce high-quality written outputs and ability to present in English and the working language.
  • Aptitude for supervising, guiding and empowering staff.
  • Moderate to proficient computer literacy.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
