In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
The Finance Technical Officer is responsible for the day-to-day implementation of finance support functions within the organization, ensuring adherence to policies, guidelines, and standards, and providing specific technical support and analysis for financial activities.
Generic responsibilities
- Ensure adherence with organizational policies, guidelines, and standards related to finance.
- Comply with the finance function strategy, tools, handbooks, and guidelines.
- Maintain proper filing and documentation of financial records.
- Take specific technical responsibility for implementing finance-related functions.
- Monitor and ensure the quality control of finance function activities.
- Provide technical support and capacity building to support staff in finance-related matters.
- Offer specific technical analysis and feedback to NRC representatives in coordination forums.
- Monitor the progress of team activities and ensure compliance with established standard
- Implement complex systems and procedures in line with NRC policies, SOPs, and handbooks.
- Assess, promote, and document ideas for technical improvement and program development options in finance-related areas.
Specific responsibilities
- Implement day-to-day activities of the finance function.
- Ensure proper quality control and monitoring of finance function activities.
- Lead the cash transfer program in field offices and monitor all cash flows between countryoffice and field offices.
- Oversee the work-related activities of the Field Finance office, ensuring correct allocation of expenditures and timely monthly closing.
- Review and post accounting entries into the applicable accounting system, ensuring proper supporting documentation for all payments and accounting entries.
- Process incoming invoices and vouchers, ensuring completeness, accuracy, and proper coding.
- Ensure proper cash management, including cash flow forecasting, cash disbursements, and cash reconciliation.
- Maintain accurate and up-to-date cash books, including recording all cash transactions and preparing bank reconciliations.
- Monitor and reconcile petty cash funds, ensuring proper documentation and adherence to financial policies
- Prepare and process payments to vendors, suppliers, and service providers in a timely manner, following internal controls and authorization procedures.
- Maintain accurate and complete financial records, including general ledger entries,
- ensuring all transactions are properly recorded and classified.
- Coordinate and support the monthly end closing process, ensuring all necessary accruals,adjustments, and reconciliations are completed accurately and on time.
- Collaborate with other departments to gather financial data and provide support in budget tracking and financial analysis as needed
- Provide support during audits and financial reviews, including preparing audit schedules and responding to auditor inquiries.
- Maintain confidentiality and security of financial information and ensure compliance with data protection policies.

- Minimum of 4 years of experience working within a Finance function in a humanitarian/recovery context.
- Previous experience from working in complex and volatile contexts
- Relevant Finance function expertise
- Documented results related to the position's responsibilities
- Fluent in both Arabic and English, both written and verbal
Context/specific skills, knowledge and experience
- Bachelor Degree in Accounting or Financial studies.
- Proficient in Microsoft Office applications, mainly Excel.
- Previous knowledge of working with an ERP system is a plus.
- Previous experience of managing external funds (institutional donors).
- Previous experience of mentoring and capacity building is a plus
