ORGANIZATIONAL CONTEXT
Over 9 million people, of whom 1.5 million are refugees, were affected by the earthquake on February 6, 2023, in southeast Turkey and an estimated 1.6 million people continue to live in informal settlements, mostly in makeshift shelters or tents, with very basic living conditions and limited access to services throughout the region.
JOB PURPOSE
To lead and manage a WFP Area Office through the transition from the period of emergency response through to recovery while ensuring the effective management of human resources and delivery of WFP programs. A large emphasis will be placed upon stabilization of the team, future WFP programs while maintaining relationships with local governments and other partners in the area.
KEY ACCOUNTABILITIES (not all-inclusive)
- Support the transitional planning for the refugee response that involves investment in preparedness activities in order to strengthen systems level interventions that can achieve impact at scale for refugee self-reliance.
- Assist in leading the Earthquake recovery and livelihood support –a 6-24 month timeframe where WFP will implement activities that support economic recovery after the earthquake while also contributing to longer-term livelihood needs and the enabling environment.
- Hold accountability for effective management of WFP operations within the area of assignment to ensure timely and effective deployment of assistance programmes.
- Effectively manage the Area Office under responsibility to ensure transparent and efficient people management and the continued development of a cohesive and high performing team.
- Ensure efficient use of financial resources for achievement of set objectives.
- Hold accountability for the security of WFP staff, operations, premises and assets in the Area Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT).
- Hold accountability for close collaboration with governments and other partners in identifying where assistance can be usefully employed at the local level and ensure provision of support and technical expertise for the planning, formulation and implementation of food assistance programmes.
- Hold accountability for timely monitoring and evaluation activities and for accurate and comprehensive analysis and reports on WFP’s operations and performance to inform operational planning and decisions.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with additional 5-8+ years of related work experience and/or training/courses.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language, notably Arabic.
