DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under the new CSP, WFP CAR increasingly, seeks to shift away from unconditional food assistance programmes towards more livelihoods and resilience based conditional food assistance interventions. To do so, WFP continues to expand its Resilience programmes throughout the country – including Home Grown School Feeding (HGSF), Food Assistance for Assets (FFA), and Smallholder Agricultural Market Support (SAMS).

The consultant will work with the Country Office Resilience team to Serve as technical professional in guiding the programme in local food value-chain / system development, coordinate all pro-smallholder farmer activities, including direct and indirect procurement modalities to ensure gradual increase of the locally grown food sourcing as per the CSP objectives.

Under the direct supervision of the Head of Resilience and the general supervision of the Head of Programme, the consultant will oversee and coordinate the implementation of the SAMS and Home-grown school meals programmes in the CO. The consultant will work with and provide support to national and international technical experts and/or programme assistants to ensure quality programme implementation.

ACCOUNTABILITIES/RESPONSIBILITIES:

More specifically the consultant will:

  • Act as Deputy Head of Resilience, and contribute to the planning, the implementation and monitoring of the overall resilience activities,
  • Provide effective leadership for SAMS management and implement tion.
  • Especially PRUCAC project (financed by the World Bank) and ensure the achievement of SAMS result as per the CSP2023/2027 and the integrated Resilience programme.
  • Contribute to Resilience integration that links households supported under WFP food assistance initiatives, particularly Food Assistance for Assets (FFA), Home-Grown School Feeding nutrition and to SAMS activities.
  • Provide technical support and guidance to other colleagues and cooperating partners in the planning and implementation of SAMS, and Home-grown School Feeding activities throughout the CSP cycle.
  • Lead strategy development, planning and implementation of activities to link smallholder farmers to markets (SAMS), including WFP and other potential markets and support training to stakeholders, including smallholders’ farmers on post-harvest solutions, as well as storage handling and quality checks.
  • Document and disseminate best practices and lessons learned on activities in consultation with partners to demonstrate programme results and ensure all reporting timelines are adhered to, by WFP and partners.
  • Supervise and monitor the implementation of SAMS activities to ensure that the farmers’ groups and cooperatives have capacities and capabilities to contribute to National Strategy for local Food Purchasing from smallholders’ producers
  • Work in close collaboration with Procurement and Supply chain, coordinate all pro-smallholder farmer activities, including direct and indirect procurement modalities to ensure gradual increase of the locally grown food sourcing as per the Programme targets.
  • Lead the preparation and implementation of the capacity building plan for government counterparts/institutions, pro-smallholder farmers partners (farmers organization and traders) and other beneficiaries involved in the programme.
  • Establish positive and efficient working relationship with departmental and national level staff of the Ministry of Agriculture, the Ministry of Primary Education and other strategic government structures that ara crucial to this programme to ensure government ownership for the outcomes of this programme, their involvement at every stage of development and implementation

DELIVERABLES AT THE END OF THE CONTRACT:

• Strengthened position of WFP programmes within National Strategy for Local Food Purchasing from Small Household Producers,

• Improved capacity among WFP and partner staff to support the development of local capacity in food production and Farmer groups access to market,

• Farmers and other stakeholders, such as farmers associations/Organizations and line ministries, have enhanced knowledge and usage of post-harvest solutions,

• Greater synergies between WFP programmes and other agencies to increase the level of service provided to vulnerable households and smallholder farmers where possible through FFA, HGSF school meals, nutrition, SAMS, etc,

• Strengthened integration with other WFP programmes with conflict sensitivity,

• Improved food security through local food purchase from the Farmers Groups and Cooperatives,

• Evidence demonstrated through lessons learned and best practices documentation.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Advanced university degree or university degree with experience and

training/courses in one or more of the following disciplines: agricultural engineering, economics, social policy, rural development, agronomy, education, safety nets, or related discipline(s).

  • At least four years of post-graduate, progressively responsible, job

related experience in rural development, community resilience, SAMS, agriculture, or fields related to the above disciplines.

Strong understanding of WFP principles and programme standards.

Proficiency in utilizing computers, including word processing, spreadsheet, power point, and other office software packages and systems.

Experience working with a multiple range of stakeholders in rural settings.

Experience working in conflict/fragile contexts is an asset.

LANGUAGE

Ability to communicate (oral, written) in French and in English in a professional capacity.
