ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs and the humanitarian development nexus through the social protection enhancements.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Design livelihood recovery programmes that focus on all aspects of building long term resilience.
2. Provide support for the implementation of livelihood activities including provision of vocational trainings and on-the-job trainings to Syrian refugees and the host community, support market and labor assessments, identify demanded skillsets and organize trainings in coordination with other UN agencies, international and local NGOs.
3. Proactively seek new opportunities for effective partnership building and resource mobilization among highly qualified companies and NGOs as well as development actors and donors.
4. Promote cooperation with national institutions in supporting the inclusion of refugees in e.g. vocational training, access to finance and labor market.
5. Provide overall leadership on livelihoods issues and ensuring that all outputs are delivered according to agreed work plans.
6. Mainstream into livelihoods activities, the use of relevant innovative approaches and the “Graduation Model” to graduate vulnerable refugees out of poverty and into continued degrees of self-reliance.
7. Design and Implement livelihoods activities tailormade in line with a market-based approach and targeting different segments of the refugee population according to their potential for reaching self-reliance (educational level, work-experience, previous skills training, etc.)
8. Capture and analyze learning, innovation and best practice of current and past operations in urban settings with a specific focus on tools and useful approaches to support livelihoods activities.
9. Harmonize reporting, evaluation, and monitoring mechanisms to ensure efficient coordination among actors in all livelihood activities targeting refugees and host communities.
10. Ensure project timeframes, budgets and resources are respected throughout the entire program.
11. Support training and capacity building of humanitarian partners and national actors on livelihoods.
12. Lead the development of the livelihoods programme annual work plans and ensure that they are integrated into the overall project work plans.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience.

Experience:

• A minimum of three years of professional experience relevant to international development assistance.
• Experience in cash transfer-based programs
• Experience in food assistance programming
• Working experience in emergency, recovery and development context, including IDP and refugee contexts is considered an advantage.
• Experience in policy engagements, in CBT or other related area such as essential needs or food security.

Knowledge & Skills:
• Strong understanding of key concepts related to cash transfer-based programmes.
• Good knowledge of food assistance programming.
• Strong computer literacy including Word, Excel, PowerPoint, Outlook, Skype.
• Previous attendance at recognized training(s) in cash-based transfers is an advantage.
• Strong leadership and Excellent command of communication skills.

Language: Fluency in both oral and written communication in English and Arabic, another language is preferrable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has gained experience in implementing technical programs (i.e. nutrition, etc.).
• Has implemented programmes and provided input into designing operations.
• Has provided input into policy discussions and decisions.

Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

TERMS AND CONDITIONS

Net Salary Per month: As per the WFP salary scale.

Social Insurance: 8.33% added to the net pay monthly salary in lieu of pension contribution (WFP has no further obligation with the respect of pension).

Annual Leave: 2.5 Annual leave days per month.

Medical insurance: The Medical insurance coverage will be granted by WFP (cost is sharing among the contractor and WFP).

Death and Disability: SC holders must be covered for service incurred disability/injury/death, at no cost.

Working hours: 5 days a week – 8 hours per day.
