BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The complex humanitarian crisis in DRC driven by armed conflict, displacement, natural disasters, and chronic poverty in the three eastern provinces (North Kivu, South Kivu and Ituri) has dramatically worsened in recent months with escalations of violence between armed groups. Approximately 25.8 million people are projected to experience high levels of acute food insecurity in the Democratic Republic of Congo in 2023. Despite WFP’s ongoing response in eastern DRC and a scale-up of operations, the growing gap between the number of people in need and those being reached with food assistance is widening due to funding shortfalls. This has led WFP to activate a Corporate Scale-up Response for DRC as of 1 June in the three Eastern regions of the Democratic Republic of the Congo (DRC) – Ituri, North Kivu and South Kivu.

With an aim to support the increased needs created by the corporate Scale-up in terms of HR capacity, the job holder works under the supervision of the HR Officer in charge of Talent Acquisition for the Corporate Scale Up, operating with minimal supervision. He/she is involved both in operations and talent acquisition activities and supports the delivery of professional and client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

ACCOUNTABILITIES / RESPONSABILITIES

  1. Support all Talent Acquisition activities responding to the Corporate Scale Up talent acquisition needs.
  2. Support and deliver onboarding activities to ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organization.
  3. Support HR operational activities linked to the staff deployed as part of the Corporate Scale Up.
  4. Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
  5. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements.
  6. Collate data and contribute to preparation of accurate and timely reporting related to the Corporate Scale Up, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  7. Contribute to larger-scale initiatives and perform other activities as required.

DELIVERABLES AT THE END OF THE CONTRACT

Full completion of all tasks given within contract period per plan of work.

QUALIFICATION AND EXPERIENCE REQUIRED

Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience:

One or more years of postgraduate professional experience in Human Resources Management with an interest in international humanitarian development.

Has gained experience providing administrative and systems support across multiple activities in employment life cycle including: recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment.

Knowledge and skills:

Knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.

Ability to support more junior and/or less experienced members of the team.

Basic analytical ability to compile, maintain and analyze data, prepare reports and draw initial conclusions in support of work carried out by another officer; skills in developing sources for data collection.

Good communication skills required to give and receive information and work with a variety of individuals.

Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Languages:

Fluency in English and proficiency in French.
