HR MANAGER
Is responsible for the implementation of Human Resources policies in the assigned area and the correct Administrative Management of all staff working in the assigned area (National, International, Regional, etc).
Accountabilities
• Advise Personnel Administration Manager on set up (org chart) and together with the HR Coordinator, update the assigned areas’ organizational chart and job descriptions
• In close coordination with the HR Coordinator, calculate the HR operational needs and the associated budget in order to efficiently ensure the required sizing and capabilities of the project and to facilitate budget following-up.
• Ensure hiring, carry out amendments and contract termination formalities for employees at the mission level, ac-cording to labor local laws, archiving and updating individual employee files, informing them of their rights, and pre-paring all mandatory tax declarations, in order to ensure legal compliance.
• Assist the Project Coordinator, and/or team leaders and supervisors to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the project activities.
• Supervise/perform payroll procedures, ensuring that all data related to monthly salary calculation of national em-ployees of the project are correctly entered in Homere (days off, unpaid leaves, sick leaves, overtime, salary ad-vance, etc.), in order to ensure on time and accurate salary payments.
• Under the supervision of the HR Coordinator, ensure the indexation process of national staff salary grids in order to ensure internal equity, cost-of-living adjustments, and the correct application of employment conditions in the pro-ject sites.
• Support, in close coordination with the HR Coordinator, the project line managers in detecting training needs, in properly evaluating people’s performance, and in potential identification, in order to improve people’s capabilities, and their end results contribution to mission goals.
• Plan and supervise, in close coordination with the HRCo, the associated processes (recruitment, training/induction, evaluation, potential detection, development, and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
• Together with the Project Coordinator, support the line managers in implementing the internal communication poli-cies in order to boost staff active participation and MSF commitment.
• In close collaboration with the Project Coordinator and HRCo, applies the administrative procedures part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health, etc.) and MSF.
• In close collaboration with the Project Coordinator and HRCo, looks for the best options to avoid and/or solve pos-sible labour conflicts in the project.
• Ensures all staff in the Project (National, International, Regional, visits, etc.) is properly briefed and/or inducted.
• Is responsible for all movements and/or accommodation of staff in the Project.
• Ensures all HR reporting of the Project .
MSF Section/Context Specific Accountabilities
• In conjunction with headquarters, managing visas, plane tickets, and associated required processes for the arrival and departure of international staff from the country.
• Coordinating the movements of staff (local and international) and related administrative formalities (passports, visas, per diems) with the projects and headquarters
• Being responsible for all administrative tasks required for personnel transiting through the capital (incl. transportation, briefings, financial matters, and lodging)
• Ensuring the update of movement-related tools and Mission contact information and their regular distribution (incl. movement lists and evacuation/lists).
• Being in charge of the preparation of per diems, modes of telecommunication, and housing/rooming assignments ensuring proper management of guesthouses (furniture, cleaning, food)
• Report ends of contracts to the HRCO. answer day-to-day questions from the staff
• Receiving newly recruited personnel, presenting them with their contracts and any policy docu-ments relating to the staff coverage.
• Ensuring that the database is correctly used and filled in and that the staff files are complete (es-pecially the documents attached: evaluations, job descriptions, etc.).
• Closing the month in Homere and sending the monthly Homere file to the HQ (this contains sending of all fields).
• Providing answers to day-to-day questions raised by employees concerning their pay slips and MSF’s coverage and ensuring that staff in the projects also receives this information.
• Collaborating with the Accountancy manager on questions concerning pay and social security contributions.
• Monitoring and renewing visas, residency, work permits, and passports.
• Keeping abreast of the employment legislation in the country.
• Keeping himself-herself informed on fiscal legislation in the country for all matters related to taxes and charges deductible from salaries.
• Aware of legal rules in the country, look for updates.
• Supporting with translation and interpretation when needed.
• Managing the cleaners and guesthouses in Amman.
Requirements
Education Degree in management (business, HR) or administration or any related filed.
Experience At least one year in administration management Desirable, good knowledge of local administration.
Languages Mission language and local language essential ( English & Arabic)
