JOB PURPOSE

Based in the MENA Regional Communications Team, the purpose of this assignment is to strengthen and increase the communications, advocacy and marketing unit’s capacity in media relations and advocacy in the Regional Bureau in Cairo by working with country offices on advocacy strategies, communications products and delivering a range of digital and media-related activities, developing content, and utilising platforms, networks and partners to enhance WFP’s position in the region.

The consultant will lead and coordinate special communications and advocacy projects in the region, such as video stories, short films, and photography assignments, aiming to effectively showcase WFP's work and engage the audience. Additionally, the consultant will provide guidance and support to country office staff in designing and implementing country-specific communication plans that align with the wider WFP global and regional communications strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Develop and implement a comprehensive regional communications strategy aligned with WFP's global communication objectives.
  • Support country offices in the thinking, drafting and implementation of communications strategies with a focus on advocacy for the important goals of these operations.
  • Provide support and guidance to country offices within the region in developing their communication plans and materials.
  • Collaborate closely with other units within WFP, including the advocacy, fundraising, and partnerships teams, to ensure coordinated and integrated communication efforts.
  • Serve as a spokesperson for the WFP Regional Bureau in Cairo (RBC) when necessary. Effectively communicate key messages and represent the organization's interests to external stakeholders, including the media, partners, and other relevant entities.
  • Undertake, lead, or coordinate special communications and advocacy projects and missions in the region, such as video stories and short films, photography assignments. This may involve conceptualizing, leading, or coordinating projects such as producing compelling short films, and conducting photography assignments to effectively showcase WFP's work and engage the audience.
  • Lead editorial and campaigns planning for the region, linking communications products and initiatives with key moments and advocacy opportunities. This includes identifying key moments and advocacy opportunities and aligning communications products, such as articles, publications, and social media campaigns, to maximize their impact and promote WFP's mission and activities in the region.
  • Define and implement regional communications plans, implement the corporate communications strategy, in order to maintain and enhance the visibility for and reputation of WFP in the region, and support fundraising activities, ensuring alignment with WFP strategy.
  • Plan and execute communications campaigns that favourably impact the views of the public, opinion leaders and donors in order to raise WFP’s profile and support fundraising activities.
  • Ensure effective design and delivery of communications products that effectively convey the desired message to targeted audience(s).
  • Lead capacity building of WFP staff on all aspects of external relations and communications, ensuring appropriate training is delivered to staff, and provide advice up the senior management level in order to ensure consistent, quality communications that deliver the desired impact.
  • Consolidate and analyze media monitoring data, identifying trends and issues, presenting clear recommendations, and influencing management to improve effectiveness of communications strategies.
  • Lead and manage a team of Communications Officers, develop work plans, set objectives, monitor performance, and ensure appropriate development to enable high performance.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience:

  • At least 5 years of postgraduate professional work experience in Journalism, International Relations, Public Relations, Communications, or any other relevant field.
  • Has gained experience in utilising specialist communications techniques to enhance functional outputs
  • Has provided direction and instruction to more junior staff members within area of expertise

Languages:

  • Fluency in spoken and written English is required.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, Portuguese, Russian, Spanish, and/or WFP’s working language, French is desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained experience in specialised communications practices and applies this to all activities
  • Has managed small teams of staff with related areas of expertise in the delivery of innovative communications projects
  • Has provided support in leading projects and input into function policies
