ORGANIZATIONAL CONTEXT

We are seeking to fill the position of Evaluation Officer at the P4 level, based in the Office of Evaluation (OEV) at our Headquarters in Rome, Italy. This position reports to a Senior Evaluation Officer Head of Unit for centralized evaluations within OEV.

The Office of Evaluation (OEV) is an independent evaluation function within WFP. The Evaluation Policy, Charter, and Corporate Evaluation Strategy together constitute the governance framework for the WFP evaluation function within the wider oversight arrangements established by the Executive Board.

The evaluation function plays a key role in strengthening WFP’s contribution to ending global hunger. As outlined in the WFP Evaluation Policy, the evaluation function aims to embed evaluation into the heart of an organizational culture of accountability and learning, ensuring that evaluation is planned and budgeted for, and evaluation findings are comprehensively incorporated into all WFP’s policies, strategies and programmes. Evaluations provide WFP decision-makers and all stakeholders with independent assessment of results for accountability and learning and enable WFP to better respond to the needs and expectations of the populations it serves.

OEV’s workplan includes a variety of centralized evaluations aiming for a comprehensive and balanced evaluation coverage and OEV strives for innovation and improvement in evaluation quality and relevance, strategic evaluation partnerships and strengthening WFP’s culture of learning as well as facilitating evidence-based decision-making.

JOB PURPOSE

The main role of this Evaluation Officer will be to manage country strategy plan evaluations, aiming to generate independent, credible and useful evaluation evidence by assessing the performance and results of WFP country strategic plans.

The Evaluation Officer may be asked to manage other types (policy, synthesis, joint) of evaluations.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Drawing on latest evaluation practice, manage evaluation processes and budgets from preparation and design through to completion to ensure the production of independent, credible evaluative evidence that meets high professional standards in line with UN norms and standards and codes of conduct for evaluation in the UN system, embodied in WFP’s Evaluation Quality Assurance System (EQAS)
  • Source, hire and supervise external consultants to ensure the production of evaluations that meet EQAS requirements.
  • Engage stakeholder groups, both internal and external to WFP, appropriately in the evaluation process and manage communications.
  • Contribute to application of the normative framework, quality support and assessment mechanisms.
  • Promote WFP’s evaluation culture of accountability and learning through analyzing evidence and lessons;
  • Contribute to strengthening use of evaluative evidence through preparation and dissemination of innovative evidence products; preparation of syntheses and summaries of evaluation findings, conclusions and recommendations; and prepare presentations of these, tailoring messages to specific audiences and platforms, and working with internal and external stakeholders to enhance learning from and use of evaluation evidence in policy, programme and project design.
  • Act as focal point within Office of Evaluation for a particular technical theme and/or WFP region, keeping abreast of relevant developments in that technical and/or geographical area and providing relevant evaluation advice and feedback.
  • Participate and represent Office of Evaluation in external professional forums and networks and internal collaboration on evaluation issues.
  • Work closely together with and contribute to the United Nations Evaluation Group.
  • Participate in WFP internal evaluation expertise groups to enable sharing of experience and development of good practice.
  • Manage research analysts, junior staff members, providing coaching and guidance as required to ensure appropriate development and enable high performance.
  • Effectively mainstream cross-cutting issues (equity, gender, inclusion of persons with disability, human rights, humanitarian principles, protection, accountability to affected population) into WFP evaluation processes.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

  • Advanced University degree in International Development, Economics, Social Science or other relevant field, or First University degree with an additional years of related work experience and/or training/courses.

EXPERIENCE:

  • Minimum 8 years’ of relevant professional experience both in the field and in Headquarters in international development or humanitarian work, evaluation and/or policy studies
  • Minimum 5 years’ experience in managing and/or conducting evaluations such as: country strategic plan / country programme evaluations, thematic evaluations, policy evaluations, outcome level evaluations, inter-agency and joint programme level evaluations in diverse humanitarian and/or development contexts.
  • Knowledge and understanding of evaluation methodologies and tools as well as evaluation practices, concepts, and principles.

LANGUAGE:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

  • Experience in evaluation quality assurance and assessment mechanisms.
  • In-depth, up-to-date understanding and knowledge of global issues relevant to WFP’s mandate and the implications for evaluation policy and practice to achieve Agenda 2030.

TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.
  • Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
  • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
  • The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
