BACKGROUND

Assisting more than 100 million people in over 80 countries each year, the World Food Programme (WFP) is the leading humanitarian food security organisation – saving and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. To achieve its mandate, WFP must ensure that it reaches the right people and that it manages its relationship with those individuals and their communities in a responsible, accountable, and effective manner.
Global urban populations now surpass rural with urban growth projected to be highly concentrated in low- and middle-income countries across Asia and Sub-Saharan Africa. As populations urbanize, so does vulnerability. The Southern Africa Region makes no exception in this scenario: highly susceptible to the effects of climate change and characterised by low economic growth rates, high levels of unemployment, poverty, and inequality, the region is facing a steady increase of urban population living in precarious and hazardous conditions. This regional pre-existing sensitivity has been compounded by the COVID-19 pandemic, which disproportionately affected the highly informalized sub-regional economies, thus pushing even more people into extreme poverty.
While WFP capacities and operational footprint in urban areas has significantly expanded over the past decade, the frequency and scale of crises that significantly impact urban areas is increasing, including the current global food crisis, it is an operational and strategic imperative for WFP to strengthen and systematize its ability to contribute to achieving sustainable food security outcomes within urban environments.
Recognizing that addressing urban food security requires holistic and interconnected approaches, WFP has conceived a Global Urban Strategy that aims to articulate WFP’s intent and priorities in urban areas, and provide a framework and strategic direction for its activities to meet urgent needs and contribute systematically to achieving zero hunger in cities. Guided by the Global Urban Strategy and WFP’s Strategic Plan (2022-2025), WFP Regional Office is piloting a regional Urban Preparedness Project in Lesotho, Madagascar, Mozambique and Zimbabwe. The project aims to better understand and establish joint preparedness needs with a view to support national systems in the selected countries of Southern Africa to respond to shocks and provide rapid assistance with intentional knowledge and programming for diversity and capacities. It brought together WFP's technical capacity in humanitarian programming, use of innovative digital technologies, and institutional capacity in emergency preparedness and response as food sector lead while leveraging partnerships with existing actors like UNICEF and UN-Habitat.

JOB PURPOSE

The Emergency Preparedness & Response Unit, which is responsible for the project’s implementation, seeks a Data Analyst to define, develop and deliver project standards, products, and services by providing core data collection, management, analysis, use and measurement functions.
Specifically, the Data Analyst will focused on:
Developing and testing a multidimensional framework for urban vulnerability surveys;
Systematising the collection, management, analysis, and presentation of urban vulnerability and essential needs data with a focus on user-friendly products to facilitate buy-in of the methodologies and recommendations for urban programming;
Developing and implementing tools for urban vulnerability analysis and targeting, as well as for the implementation of cash transfer, including expenditure baskets, transfer value determination, market analysis, etc;
Developing a framework to link urban vulnerability analysis, targeting and geographical elements related to exposure to shocks.

Within the Emergency and Preparedness Team and in close collaboration with the RAM EGB Team, and under the direct supervision of the Regional Project Coordinator and the Regional Targeting Officer, the incumbent will support Regional Urban Preparedness key activities in the design and implementation of analytical tools and methods for better analysis of urban vulnerability and cash preparedness, with a focus on multidimensional vulnerability, income sources and geographic exposure.

The consultant will be expected to:
Lead the data analytics of the Regional Urban Preparedness project, including the design and collection of data as well as the analysis and production of results and knowledge products for different stakeholders.

Support in designing analytical frameworks to foster an evidence-based understanding of urban vulnerability;

Systematise the collection, analysis, presentation, utilization and management of quantitative and qualitative urban data (Vulnerability, minimum expenditure basket, targeting, etc.) with a focus on mixed-method analysis.

Share guidance and knowledge and contribute to WFP’s capacity to design and implement urban programming and its link with preparedness and social protection.

KEY ACCOUNTABILITIES (not all-inclusive)

1.Contribute to the development of standard corporate systems and structures to collect, manage, analyse and utilize urban data on vulnerability, essential needs, expenditure baskets, and transfer values with the purpose to adapt WFP interventions in urban areas, especially the targeting of the ones most in need;
2.Develop guidance material, tools and templates to support COs in adopting standardized corporate processes and systems to analyse and utilize urban data for programme adaptation.
3.Contribute to the development of a urban preparedness in-emergencies package and lead the full range of field implementation /deployment of tools as needed.
4.Develop training resources and deliver training sessions for HQ, Regional Bureaux (RBX), and Country Offices (COs) audiences as needed to strengthen WFP internal capacity and awareness around urban data analytics.
5.Support the design, pilot and rollout of qualitative and quantitative data collection tools relevant to urban vulnerability and cash-preparedness key thematic areas.
6.Support the development of an analytical framework to assess the contribution of a holistic vulnerability assessment and essential needs approach to better urban preparedness and targeting within WFP programming.
7.Provide technical support to ensure methodological soundness of qualitative and quantitative data collection tools.
8.Support the facilitation of discussion and interpretation workshops with regional stakeholders relevant to urban programming.
9.Contribute to the maintenance of a system for the management and preservation of institutional knowledge in collaboration with team members
10.Incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
11.Other relevant tasks as required.

DELIVERABLES AT THE END OF A CONTRACT

VAM Inputs into Regional Urban Preparedness Project ready including Technical Report inputs on quantitative and qualitative analysis results; – All necessary literature review and survey questionnaires for vulnerability primary data collection exercise to test and verify the urban vulnerability framework indicators identified through secondary data analysis;
Advocacy and Technical Support in preparatory work of NVACs Assessments for the adoption of the revised vulnerability framework indicators within their methodology;
Urban Targeting methodology developed, SOPs for urban targeting developed, and Urban Targeting framework discussed with key stakeholders;
Analytical Inputs provided for workshops with regional & national stakeholders including government and partners (RIASCO, UNICEF, World Vision, Save the Children, CARE);
Development of file repository for knowledge-sharing including key Urban Preparedness data, trends and information.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Economics, Social Sciences, Information Management, Statistics (or other relevant fields), or First University Degree with additional years of related work experience and/or trainings/courses

Experience:

2-3 years of experience in data analysis, monitoring and evaluation, or equivalent are required.
Minimum 3 Years’ Experience working with poverty, food security, or similar vulnerability-related surveys.
Experience in urban contexts and knowledge of the Southern African region is desirable.
Experience with WFP organisational structures and data systems is desirable

Knowledge & Skills:

Demonstrated ability to manage data, analyze, quality assure and communicate them.
Strong skills in conducting quantitative analysis using statistical software (STATA required, R of advantage).
Experience in survey design (programming) for ODK or KOBO, or SurveyCTO.
Strong knowledge of quantitative methods, especially multivariate regression analysis.
etcTechnical fluency in the use of data visualization tools (Tableau and/or Power-BI) is required.
Programming questionnaires
Experience in capacity-building activities for research methods, data analysis, monitoring and evaluation (or equivalent) for different audiences is required.
Knowledge of qualitative data collection methodologies is required.
Ability to work with a diverse population of people of different national and cultural backgrounds, particularly valuing respectfulness and inclusively leveraging everyone's talents is required.
Knowledge of geospatial imagery management is desirable.
Willingness and ability to be deployed on short notice for field missions are essential.
Demonstrated specialised knowledge of thematic protection data is an asset.

Languages:

Fluency (level C) in English language is required. Knowledge additional official UN language (Arabic, Chinese, French, Russian, and Spanish) or Portuguese (one of WFP’s working languages) is an asset.
