ORGANIZATIONAL CONTEXT
The Director of WFP New York Office reports directly to the Assistant Executive Director for Partnerships and Advocacy. The Director has the overall responsibility to:
- Advocate and position WFP within the UN system by: Addressing the different challenges and expectations of UN reform; Facilitating strategic partnerships with various UN entities, e.g. UNHCR, UNICEF, OCHA, UN Women etc.; and positioning WFP within the UN Secretary-General/Deputy Secretary-General Office and Security Council (SC);
- Fundraise of UN (administered) resources by identifying potential financial (new) windows and by maintaining our position in the existing UN financial environment (e.g. CERF, UN Peacekeeping fund); and
- Engage systematically and strategically with UN Member states to underpin our advocacy and fundraising processes, and to keep HQ informed on member state political dynamics relevant to WFP.
To provide leadership and management to ensure that the above three-pronged approach is implemented, which requires per se a coordinated and aligned approach with other WFP Global Offices, in particular with those also tasked with UN Member States engagement. This will foster a “cluster approach” with the Global Office in Brussels (EU Member States), AU Office in Addis (AU Member States, including Regional Economic Commissions), and the Global Office in Geneva (UN Member States focusing on humanitarian support) and finally HQ.
In particular, close collaboration will be required with the Global Office in Washington – and the respective Strategic Partnerships (STR) units to secure alignment of our partnership engagement, incl. with International Financial Institutions (IFIs).
To ensure broad (political) support for the SDG 2 agenda, a network of public/private decision makers / influencers is key and should be an integral part of the three-pronged approach of WFP NY advocacy and positioning roadmap.
KEY ACCOUNTABILITIES (not all-inclusive)
External
- Represent WFP vis-à-vis the UN system – by strategically focussing on selected UN organisations – establishing and nurturing relationships along priority themes, events (UNGA), campaigns, etc., putting the hunger
- Represent WFP vis-à-vis the Member States, regional bodies and/or other selected partners based in New York, understanding their SDG 2, 17, etc. policies, strategies and priorities – also in the context of their engagement with International Financial Institutions (IFIs).
- Identify and build productive relationships with a broad range of relevant public/private decision-makers, influencers and constituencies in order to advance WFP’s corporate strategies and policies and attract resources.
- Engage with Member States, including Security Council members, and relevant UN interlocutors, including EOSG and DPPA, on humanitarian diplomacy and political issues relevant to WFP.
- Engage and position WFP through fundraising of UN-administered resources along the peace dimension.
- Demonstrate ownership when promoting and deploying corporate initiatives and ensure that WFP’s partnership engagement is aligned with these and wider UN strategies, policies and processes.
- In coordination with other Heads of UN Offices, engage on UN reform matters, new initiatives, etc. to ensure alignment with UN principles and priorities, and advocate for hunger-related matters.
- Support official WFP visitors to New York with an emphasis on the identification of strategic issues/partnerships to be discussed.
- Work closely with the Communications, Advocacy and Marketing (CAM) division to ensure timely and effective messaging on hunger related issues, on WFP, and promote field visibility through web, social media, and relevant publications.
Internal
- Advise and keep the Leadership Group (LG) and WFP decision makers informed on UN reform matters and other important UN initiatives that could either impact or benefit WFP or pose organizational risks.
- Contribute to a network of peer WFP Global Office Directors worldwide, in particular align relevant reform/policy developments and trends and opportunities with the WFP Global Office in Washington and our African Union (AU) Office (cluster Member States engagement).
- Report on issues related to humanitarian diplomacy and other political dynamics relevant to the work of WFP.
- Oversee office’s management and ensure adherence to the highest standards of internal procedures and full respect of WFP’ s rules and regulations.
- Take concrete actions which promote health and wellbeing within the workplace and mitigate risks related to stress, health and safety.
- Take appropriate measures to foster a safe and harmonious work environment in which employees are protected from exposure to any form of abusive conduct (harassment, sexual harassment, abuse of authority, and discrimination), and act as a role model in reflecting respect towards all employees.

QUALIFICATIONS AND KEY REQUIREMENTS
EDUCATION:
- Advanced university degree in Political Science, Economics, International Development, Social Sciences, or other relevant area, or first university degree with additional relevant experience and/or advanced training/courses.
EXPERIENCE AND ESSENTIAL REQUIREMENTS:
- Typically, fifteen years of experience or more (of which six international) of senior level experience in a relevant field of work, with a background and interest in international humanitarian development.
- Extensive experience leading and motivating medium to large multicultural teams to design and develop solutions, and improving performance.
- Has demonstrated excellent leadership capacities to encourage team spirit and a gender-balanced, inclusive and sound working environment.
- Has led a collaborative, strategic and innovative approach to attract and develop new and multi-stakeholder partnerships, including experience in fundraising.
- Has a holistic understanding of UN system, political dynamics, strategies, priorities and processes, incl. deep knowledge of UN reform, as well as good understanding of Member States strategies and priorities.
- Possesses diplomatic skills and experience in the interaction/engagement with Member States at senior level.
- Has robust understanding of the global policy debate on food security, emergency feeding, resilience and specialized sectors including, but not limited to social protection, nutrition, climate change, water, etc.
- Is an excellent communicator and possesses experience in global communications, social media and in interacting with national and international press.
DESIRED REQUIREMENTS:
- Familiar with innovation-related issues and technologies, including but not limited to, growing international standards on the ethical use of artificial intelligence, and how these technologies can be utilized, at scale, within the context of the emerging global issues.
- Is familiar with the global climate change debate, with at the least an understanding of the policies and drivers and provide advice to WFP leadership on navigating the public and private roles.
- Has expertise in engagement with the private sector, mainly the philanthropy.
LANGUAGE:
- Fluency (level C) in the English language
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Spanish, Russian, and/or Portuguese.

TERMS AND CONDITIONS
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to New York, USA to take up this assignment.
