BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

This role can either be based in Rome at our Headquarters (HQ) or work remotely, and reports to the Identity Management (IDM) Coordinator in the Policy & Design Team, Cash-based Transfers (CBT) Division

Under the sponsorship of the Assistant Executive Director (AED), Programme and Policy Department (PD), and the leadership of the Director, CBT, an overarching approach to Identity Management (IDM) is being accelerated to ensure we have strong principles, standards, processes and capabilities for collecting, storing and utilising the personal data of the people we assist. The approach takes into account the lessons learned from ten years of operating cash-based transfers at scale and the strong assurance processes and capabilities that have been implemented globally. While this effort is being led by the CBT division, IDM is by its very nature cross-cutting and requires close coordination within PD, with key stakeholders at HQ, including the Global Privacy Office (GPO) and the Technology Division (TEC), and with Regional Bureaux and Country Offices.

The job holder will support the development of corporate standards, norms, policy and strategies for Identity Management. Ensure that the procedures and services offered to Country Offices in the context of Identity Management are in line with and support the implementation of those standards. Enable the development and application of a coherent approach to identity management across all relevant programmatic activities.

ACCOUNTABILITIES / RESPONSIBILITIES:

  1. Formulate substantial parts of the normative framework to accelerate strengthening of corporate norms, standards, and principles for identity management in a way that helps address pressing field concerns, with a particular focus on unconditional resource transfers.
  2. Monitor field implementation of the identity management normative framework to ensure it is adapted and adjusted over time at the corporate level to remain relevant and helpful to Country Offices.
  3. Provide technical advice and support to Country Offices by identifying data protection risks including when it comes to the use of digital solutions to enable IDM processes. Where risks are identified, guide and support Country Offices to address these through the identification and implementation of appropriate mitigation measures.
  4. Ensure the best use of data sharing with governments and partners by advising senior stakeholders within Country Offices on relevant corporate positions by sharing best-practices, reports, and publications.
  5. Develop and coordinate a network of IDM focal points at Country Offices and regional bureaux to strengthen operational partnership and maintain established strategic partnerships for strengthening collaborative approaches and initiatives that improve IDM experiences in the field.
  6. Manage policy coherence efforts on IDM-related matters to ensure the normative framework faced by Country Offices on IDM is lean, straight forward and aligned with the relevant objectives and results.
  7. Advise and support relevant team members in ensuring that digital solutions which aim to enable IDM are compliant with relevant corporate frameworks, including on privacy and data protection, and collaborate to the creation of training modules that are aimed at capacity strengthening the application of products in our operations.
  8. Contribute to the work of the Secretariat to the IDM Steering Committee, engaging with the members and their teams to ensure items for the attention of the Steering Committee reflect their interests and advocate to tangible progress on IDM issues of concern to the field.
  9. Manage and oversee the production of critical reports, publications and a variety of information products or proposals for the IDM Steering Committee.
  10. Produce NfRs of all Steering Committee sessions.
  11. Engage other governance fora as required to strengthen IDM within WFP and advocate if there is strategic representation within other fora as required (e.g. DBTC, TIC).
  12. Manage the preparation and dissemination of analytical and critical reports and presentations to internal and external stakeholders, e.g., oversight bodies, governance bodies, donors, etc.

DESIRED EXPERIENCE KNOWLEDGE AND SKILLS:

  1. Minimum of six years of relevant professional experience, preferably within WFP and our operations, or another humanitarian assistance organisation.
  2. Working knowledge of WFP’s approach to data protection, inter-agency data sharing, digitalisation, and digital services to governments.
  3. Experience with strategy, planning and project development, preferably for topics where multi-stakeholder coordination and cooperation is required.
  4. Demonstrated strong analytical and writing skills, including the ability to write in an engaging and informative manner, and conceptualise and clearly synthesise information.
  5. Familiarity with legal language and constructs.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Graduate or post-graduate qualifications in international relations, political/economic science, business administration or their equivalent.

Language:

Fluency (level C) in English language
