BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Hunger Monitoring Unit (RAM-H) in WFP’s Research Assessment and Monitoring (RAM) Division manages WFP’s global hunger monitoring systems, building upon the successes of the mobile Vulnerability Analysis and Mapping (mVAM) initiative. This entails the establishment and oversight of WFP’s real-time food security monitoring systems in dozens of countries in partnership with other UN agencies and joint food security platforms, as well as developing advanced analytical approaches to ensure timely and holistic views of the food security situation globally. Real-time monitoring systems have been scaled up to over 30 countries to support WFP’s global response.
RAM-H seeks a Food Security Analyst to: i) support the global scale-up and maintenance of near real-time food security monitoring systems, with a focus on survey design, methodology development and quality assurance ii) guide Regional Bureaus and Country Offices on the efficient management and implementation on near real-time monitoring systems, including the coordination of trainings iii) conduct advanced statistical analysis on data collected through the real-time food security monitoring systems and iv) support capacity building initiatives.
ACCOUNTABILITIES AND RESPONSIBILITIES:
- Support the global scale-up of near real-time food security monitoring systems by designing CATI1 survey methodologies and questionnaires
- Provide advice and guidance to WFP Regional Bureaus and Country Offices on the efficient management and implementation of real-time food security monitoring systems, including support on data quality and the adaptation of CATI survey methods and questionnaires across various country contexts.
- Coordinate and conduct trainings (and re-trainings, as necessary) for WFP and partner staff on key indicators, questionnaires and remote survey methods to facilitate the effective implementation of real-time monitoring systems.
- Produce and update documentation, guidance, training materials and tutorials on real-time food security monitoring and CATI surveys, working closely with the data science and statistics teams.
- Lead the day-to-day monitoring of call center performance, including sample targets, data quality and biases, and identify solutions to improve the quality of data.
- Conduct in-depth statistical analysis and apply advanced statistical methods such as post-stratification weights to improve the representativity of the data collected via CATI.
- Conduct research as needed and document the results.
DELIVERABLES AT THE END OF THE CONTRACT:
- Household food security questionnaires, sampling plans, methodologies and call scripts developed for countries with new near real-time monitoring systems.
- Advice and support provided to WFP Regional Bureaus and Country Offices on the efficient management and implementation of near real-time monitoring systems.
- Operator trainings conducted and relevant documentation, guidance and training materials adapted for different countries.
- Trainings conducted to country offices, partners and government counterparts as needed.

STANDARD MINIMUM QUALIFICATIONS:
Education:
Postgraduate degree in statistics, food security, economics, mathematics or relevant field
Experience:
At least 3 years of experience in carrying out food security analysis, survey design or research in the relevant field
Knowledge and Skills:
- Knowledge of food security programmes and indicators used by international development agencies
- Experience with quantitative survey methodologies
- Proficient in R or STATA or SPSS
- Proficient with SQL
- Proficiency in at least one programming language (e.g. Python) is a plus
Languages:
Strong command of written and spoken English
