REACH Senior Assessment Officer

Job Purpose

After more than a decade of conflict, conditions in emergency contexts remain volatile and marked by violence and socioeconomic deterioration. The scale, complexity, and severity of humanitarian needs in emergencey contexts extends the necessity for up to date, timely, and accurate information. Evidence-based planning and programming remains paramount to ensure that the response adequately meets the needs of the most vulnerable people and is tailored to different realities across communities and over time. REACH has been conducting assessments on the humanitarian situation in emergency contexts and has since grown significantly as an actor in the response.

Broadly speaking, REACH facilitates a humanitarian evidence base via four key research streams:

· Monitoring of the humanitarian situation, including joint market monitoring to track prices of goods as per the survival minimum expenditure basket (SMEB);

· Displacement monitoring, through tracking the movement of IDPs and returnees;

· Remote sensing activities, including market functionality, flood hazard assessments, etc;

· Technical support to clusters, including thematic assessments and capacity building.

REACH is looking for a Senior Assessment Officer to join its Camps and Displacement unit to lead its research, focused on displacement monitoring. The Senior Assessment Officer will act as the Focal Point for the monthly research cycle focusing on movements of IDPs and returnees.

REACH is looking for a senior technical profile who is at home with complex quantitative datasets. The suitable candidate has excellent eye for detail, and is able to utilize his analytical skills to differentiate mere data quality issues from emerging displacement patterns worth noticing. A suitable candidate could be a statistician, or a data scientist, who is interested quantitative research directly informing humanitarian response. Alternatively, the person could be a social scientist, with a strong technical background in quantitative data analysis. Most importantly, we are looking for a critical thinker, who is committed to the highest possible data quality, and is ready to tackle emerging challenges as they come.

Objectives

The Senior Assessment Officer be the research cycle Focal Point and run a one-stop shop for displacement-related research in the REACH mission.

Duties and Responsibilities

Assessment Activities

a. Research Design

– Under the supervision of the Camps & Displacement Unit Manager, continuously monitor and further develop the research cycle, ensuring its relevance in the changing context of displacement. This entails designing the questionnaire and selection of KIs and research coverage.

b. Data Collection

– Training of enumerators;

– Organising and facilitating field data collection;

– Monitoring the accuracy of data collected, undertaking appropriate checks on data collected in the field and resolving discrepancies and quality issues.

c. Data Cleaning and Analysis

  • Leading the data cleaning process, in cooperation with the REACH Data Team;
  • Analysing the dataset in order to recognize emerging patterns and possible data quality issues;

d. Output Production

  • Developing analytical research outputs, highlighting the findings (factsheets, maps, infographics, dashboards);

e. External Relations

  • Maintaining close communication with the relevant external stakeholders;
  • Communicating research findings with external stakeholders;

Internal Communication Processes

The REACH senior assessment officer will work directly with the Camps & Displacement Unit Manager in country and liaise with IMPACT in Geneva to ensure the quality of products developed.

Confidentiality and Data Protection

The REACH Senior Assessment Officer will maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorised sharing of information and data.

*Acted's proposed monthly salary: 1405 JOD's

Skills

QUALIFICATIONS

  • Soft skills: Team player, fast learner, critical thinker;
  • Cross-cultural work environment Ability to operate in a cross-cultural environment requiring flexibility;
  • Academic: Excellent academic qualifications, preferably including a Bachelor or Master degree in a relevant field (e.g. statistics, computer science, econometrics, social sciences);
  • Theoretical knowledge: Aptitude for quantitative research and strong analytical skills, including ability to identify outliers and key trends;
  • Software skills: Any of the following (more the better):
  • Ability to operate pivot tables, R, Python, STATA or SPSS for data analysis;
  • Experience on dashboards (Tableau, Power BI, Shiny);
  • Previous experience with mobile data collection tools (ODK, ONA, KoBo);
  • Knowledge of the Adobe Suite, particularly InDesign;
  • Experience with GIS and/or remote sensing;
  • Language skills Fluency in written and spoken English is required;
