Project Summary:
The purpose of Public Accountability and Justice Strengthening Activity (PAJ) is to support Jordanian efforts to enhance accountability systems, procedures, and mechanisms within the government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:
The Leadership Management and Development Framework Expert will develop a comprehensive leadership management and development framework for the Government of Jordan leaders and will conduct a series of capacity building programs and workshops that align with the framework. The Expert will also evaluate the government leaders’ levels and competency framework and a full description of the leadership capacity building programs and workshops. This is a short-term consultancy will undertake work in Amman, Jordan from July until October 2023. The maximum level of effort for this assignment is 35 days.
Responsibilities:
- Conduct a thorough evaluation of current leadership management and development practices, existing legislation framework, and supervision components in public modernization roadmap.
- Develop a comprehensive Leadership Management & Development Framework that includes the main pillars and how they should be integrated such as selection, recruitment, promotion, performance management, performance agreement, accountability, delegation of authorities, capacity building, retention, talent management, governance, fast track, continuous learning, incentives, and other relevant areas.
- Align the Leadership Management & Development Framework with public administration roadmap objectives.
- Develop an implementation plan for the Leadership Management & Development Framework, including governance, monitoring, evaluation, and legislation framework required.
- Determine and describe the levels of government leaders.
- Develop a competency framework for government leaders that identifies the competencies required at each level of leadership.
- Align the competency framework with the Leadership Management & Development Framework.
- Develop an implementation plan for the competency framework, including governance, monitoring, evaluation, updating, and sustainability.
- Define the types of capacity building programs and workshops to be offered for each level of government leaders, such as face-to-face courses or workshops, online courses, coaching, mentoring, and other formats.
- Identify the objectives of each program, which should align with the competency framework for government leaders.
- Define the target groups for each program, based on seniority level, gender, age, and other relevant factors.
- Develop criteria for selecting participants for each program, which should be based on the proficiencies required for the specific program.
- Define the competencies to be covered by each program, which should be based on the competency framework for government leaders.
- Develop a description of the curricula for each program, including the main topics and the weight of each topic out of the whole program.
- Define the criteria for passing each program, which should be based on the competencies required for the specific program.
- Define the training path for each program, which should be based on the competencies required for the specific program and may include multiple stages for continuous learning and development.
- Develop governance module for each program, including the roles and responsibilities of stakeholders, funding, and budget alternatives, the schedule, and the evaluation plan.
Qualifications:
- Bachelor’s degree in business management, industrial engineering, HR management, or any related topic required.
- Minimum 15 years of related experience required.
- Experience in developing leadership framework, extensive and deep knowledge in civil service preferred.
- Experience in public administration reform strongly preferred.
- Experience executing similar projects in Jordan or in the Levant region.
- Experience with USAID or other donors.
- Experience with Microsoft Office Suite.
- Strong command of the English and Arabic languages, both verbally and in writing required.
