Organizational Context:
The position will be based in Beirut Country Office. The incumbent will report directly to the Programme Policy Officer (Protection and Accountability to Affected Populations) and under the overall supervision of the Head of Programme Support in Beirut Country Office.
Job Purpose:
WFP Lebanon has stated its commitment to Disability Inclusion (DI) through the 2023/ 25 Country Strategic Plan (CSP) with dedicated indicators to meet or exceed the UN Disability Inclusion Strategy in a number of areas. Based on the results of a disability inclusion study completed in February 2023, WFP Lebanon has developed its action plan aligned with the WFP global disability inclusion roadmap and action plan priorities. Key results areas in the plan include leadership, strategic planning, policy development, and institutional set-up; institutionalize meaningful engagement with Persons with Disabilities and their representative organizations; integration of disability inclusion in programmes and projects; increase accessibility; develop capacity, DI awareness and understanding.
The role will support WFP Lebanon in delivery the plan and fully integrating Disability Inclusion institutionally and across its operations.
Duration of Assignment:
The Programme Policy Officer will be contracted for an initial term of 12 months. The contract may be extended based on business need and satisfactory performance.
Key Responsibilities (not all-inclusive, nor exhaustive):
Within delegated authority and under the supervision of the Programme Policy Officer – Protection and AAP, the incumbent will be responsible for the following duties:
• Support the implementation of the Lebanon Disability Inclusion action plan and achieve objectives as set in the Country Strategy Plan.
• Promote effective engagement of persons with disabilities including in facilitating co-creation and participatory design processes
• Promote the engagement of and partnership with Organizations of Persons with Disabilities (OPDs) in programme planning, monitoring, and implementation
• Provide expertise to apply a disability inclusion lens in the development and revision of assessment and monitoring tools and processes
• Support Disability Focal points in WFP field offices and Cooperating Partners in promoting disability inclusion as one of the office’s cross-sectoral priority, considering intersectionality with other cross-cutting priorities such as gender, age, protection and nutrition.
• Coordinate the development of mission-wide knowledge products on disability inclusion, including learning and recommendations for integration into existing and new initiatives. Contribute to wider WFP initiatives and learning.
• Support internal and external capacity building for disability inclusion integration into activities and institutionally
• Support the disability-inclusive aspects of management targets, such as improving office accessibility, recruitment and procurement as relevant
• Promote universal design in communication assets and materials, including fostering accessibility of the organizations’ meetings, workshops, and other online and offline public engagement
• Lead, on behalf of WFP, on interagency external engagement and promote effective collaboration and coordination on disability inclusion among relevant actors
• Any other related tasks as may be required or assigned by the supervisor.
Desired experience and knowledge:
• Thorough experience in disability inclusion integration work in mainstream organizations (UN, NGOs) or private sector; experience within humanitarian settings will be an advantage
• Lived experience of disability will be a distinctive advantage
• Extensive networking with Organizations of Persons with Disabilities and other key stakeholders within the disability landscape in the country. Established networks with regional and/or global groups will be an advantage
• Proven knowledge of the Convention on the Rights of Persons with Disabilities and its application and interpretation within country policies. Knowledge of other relevant human rights instruments will be an advantage
• Experience of coordination, collaboration and influence across complex organizational structures
• Understanding of disability rights movements and debates at global level required. Experience in other countries desirable.
• Knowledge of the Washington Group Questions application and analysis
• Knowledge of project cycle management and inclusion integration
• Experience of developing analytical tools and produce analysis reports and learning
• Strong interpersonal skills, courtesy, tact and ability to effectively deal with people of different nationalities and cultures.
Standard Minimum Qualifications:
Education: Advanced University degree (i.e. Master's degree or higher) in Human Rights, Social Sciences, International Studies and Policy or other related fields; or First University degree in a relevant field (i.e. Bachelor’s degree) with additional years of related work experience.
Experience: One (1) or more years of postgraduate senior professional experience (after completion of Master's degree or higher) in protection work in humanitarian settings, or, three (3) years or more after completion of First University degree.
Language: Fluency in both written and oral communication in English and Arabic.
