BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As the largest humanitarian agency in the world, WFP is well-known for its ability to respond to crises and quickly deliver assistance to people in need at scale. However, WFP must also ensure that its programmes, first and foremost, do not inadvertently cause harm to affected populations while contributing to their safety and security, dignity, inclusive participation and empowerment. Recognising this, WFP has made a number of corporate commitments related to humanitarian protection, accountability to affected populations (AAP), disability inclusion, gender equality and women empowerment (GEWE), protection against sexual exploitation and abuse (PSEA), personal data protection and privacy (PDPP), conflict sensitivity and contributions to peace (CS/CtP), environmental and social safeguards (ESS).
All of these commitments need to be put into practice in real operational settings. In order for this to happen, country offices (COs) need support to identify and address critical protective and promotive functions across all the different cross-cutting areas of engagement adopting an integrated Age, Gender and Diversity lens that takes into consideration all the relevant intersectional factors that contribute to determine different levels of exposure to risks, vulnerabilities, capacities and resilience. Realistically, this can only be done by highly-experienced practitioners that have have genuine subject matter expertise and work within integrated strategic and operational frameworks and strong leadership.
Over the past few years, RBC has responded to an unprecedented level of emergencies – caused or exacerbated by the compunding effects of conflicts, displacement, climate change, Covid 19 and the global food crisis – while maintaining ongoing operations. Considering the scale and nature of WFP operations across the RBC region, which covers 15 country offices in North Africa, Middle East and Eastern Europe, RBC is upscaling its support to all operations and programmes for the operationalization of corporate cross-cutting commitments.
The incumbent will be the Regional Protection Adviser, and the Regional PSEA Focal Point. S/he will be directly responsible for the direct supervision, leadership and coordination of an integrated Cross-cutting Team in RBC that includes one Protection and AAP Advisor, one Gender Advisor, one Data Protection Advisor and one ESS Advisor. S/he will also be expected to coordinate closely with other RBC colleagues who work on other cross-cutting themes, especially conflict-sensitivity and youth engagement. The position will be based in the Humanitarian and Transition Unit/Programme Division and will be reporting directly to the Regional Head of Humanitarian and Transition Unit and the Regional Head of Programmes.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. MANAGEMENT: Directly supervise the Regional Gender, AAP, Data Protection and ESS Advisors and act as RBC's PSEA focal point.
  2. EXTERNAL COORDINATION: Represent RBC vis-à-vis counterparts in headquarters and in relevant interagengy fora.
  3. INTERNAL COORDINATION: Ensure a more rationalized and streamlined application of WFP's cross-cutting commitments, in coordination with other subject matter experts.
  4. TECHNICAL GUIDANCE: Ensure that COs are receiving timely and relevant support to operationalize WFP's cross-cutting commitments.
  5. SURGE SUPPORT: If an emergency happens, be on standby to provide remote or on-site support to the response.
  6. Any other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. WFP regionally has a rationalized and streamlined approach for operationalizing its corporate crosscutting commitments, and can demonstrate tangible progress through technical support and oversight to 15 country offices in the Region.
  2. The design and implementation of Country Strategic Plans (CSPs) and other critical programmes reflects WFP's corporate cross-cutting commitments.
  3. Annual Country Reports (ACR) for 2022 have met minimum quality standards from the perspective of corporate cross-cutting issues.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced academic degree in international relations, law, social sciences, development studies or another relevant discipline.

Experience:

ESSENTIAL:

  • At least five (5) years of postgraduate progressively responsible professional experience in the humanitarian-development system, of which at least three (3) years have been spent working in a low/middle-income setting or humanitarian crisis context.
  • Demonstrable experience of working directly on protection, community engagement, gender equality and women empowerment, PSEA, disability inclusion and/or environmental and social safeguards in a humanitarian crisis context.

DESIRABLE:

  • A good understanding of WFP's corporate commitments related to cross-cutting themes.

Knowledge & Skills:

  • Demonstrable subject matter expertise in at least three of the following areas: protection, AAP, gender equality and women empowerment, disability inclusion, data protection and privacy, PSEA, environmental and social safeguards.
  • Flexibility, including willingless to undertake frequent missions and spend up to fifty (50) percent of the time in the field, including hardship duty stations.

Languages:

  • Fluency (Level C) in English language is essential
  • Intermediate knowledge (level B) of Arabic, French or Russian is desirable
