ORGANIZATIONAL CONTEXT:

These jobs are found primarily in Country Offices (COs), covering both the Monitoring and Evaluation functions. In COs, the job holder will report to the Head of Programme.

JOB PURPOSE:

Job holders at CST II level are expected to develop and implement Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the outcomes and effects of WFP’s interventions on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing decentralized evaluations, and thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation capacity. They may also formulate country monitoring and evaluation strategies, lead various initiatives, and contribute to policy development.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Working under the guidance of the Head of Programme, the selected candidate will be responsible for:

  • Strategic and policy guidance, technical support, and direction with respect to M & E in duty station location, including guidance and assistance to Country Offices (if deployed in the RB) in planning and implementing M & E activities related to the emergency and/or other operations.
  • Management support and oversight of M & E staff at country level.
  • Technical support and back-up for Country Offices (if posted in the RB) in relation to M & E.

Specific Terms of Reference are:

  1. Support roll-out and implementation of the corporate monitoring and evaluation strategy:
    • Assist in developing project and context specific monitoring plans that are risk-based and focus on measuring results.
    • Conduct on-site missions to COs to roll-out the country office monitoring and evaluation tool (COMET);
    • Assist in the revision of M&E standards, processes, and tools in consultation with relevant technical units, regional bureau and country offices.
    • Contribute to M&E knowledge management through written inputs for M&E wiki, PGM and other relevant web-based guidance and e-guides.
  2. Provide quality assurance for monitoring and performance reporting processes and products:
    • Review and provide comments to new projects and budget revisions that come to the Project Review Committee (PRC) as appropriate to ensure that acceptable indicators are selected for the log-frames, that output and outcome, targets are appropriate, and that quality M&E systems are documented in programmed documents.
    • Ensure minimum M&E standards and requirements for WFP operations are identified in project documents.
    • Ensure minimal M&E budgets are allocated through quality assurance of M&E component in the PRCs;
    • Provide technical inputs to the development of Standard Project Reports (SPR) guidelines.
    • Review SPRs of assigned operations and provide technical feedback to the CO/RB to enhance the quality of output and outcome reporting.
    • Support analysis of CO M&E data and provide feedback for improving results reporting.
  3. Contribute to the development and revision of corporate strategic results framework:
    • Consult all relevant technical units to ensure that output and outcome indicators are reviewed periodically and modified based on measurement trends and feedback from CO/RB;
    • Support outcome measurement analysis as appropriate.
    • Assist in organising the Strategic Information Taskforce meetings.
    • Provide technical assistance and support to new developments around M&E, including beneficiary counting.
  4. Support finalisation of COMET basic modules and development of COMET plus modules
  • Support development of contents of various training modules and materials for COMET Basic for different audiences.
  • Support pilot testing of COMET Basic modules through on-site and remote training.
  • Provide support to country offices in the use of COMET Basic modules, assisting in drawing the link with best-practice M&E and project design.
  • Assist in gathering key requirements for COMET Plus features in consultation with RBs/COs.
  • Support identification of core elements to include in COMET Plus features (e.g., monitoring checklists, assessment tools, nutrition calculator, cooperating partner reports, integration with new COMPAS system (LESS), etc.);

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Experience building strategic partnerships in M&E with multiple stakeholders, including governments, multilateral, bilateral and academia.

STANDARD MINIMUM QUALIFICATIONS:

Experience:

  • Minimum of eight years of relevant professional work experience in international development or humanitarian work.
  • Minimum of four years of experience in managing complex monitoring and/or evaluation activities spanning a range of policies and programme initiatives.
  • Experience in managing diverse teams of M&E staff.

Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses

Languages: Excellent verbal and written communication skills in English and French.

OTHER SPECIFIC JOB REQUIREMENTS:

Technical knowledge:

  • Developing M&E system including preparation of data collection tools.
  • Development and maintenance of monitoring database
  • Capacity development for government counterparts, cooperating partners and WFP staff; analysis of both qualitative and quantitative data.
  • Performance reporting of operations; developing training materials and training facilitation methods.

Skills and Abilities:

  • In-depth knowledge of results-based management principles and practices and WFP’s corporate accountability frameworks.
  • Proven knowledge, abilities, and skills in the areas of Monitoring and Evaluation.
  • In-depth knowledge of monitoring and evaluation methods, metrics, statistical applications, and reporting systems.
  • Proven ability to network effectively with multiple work units.
  • Advanced analytical skills.
  • Familiarity with programing design, implementation, and operational challenges in food assistance.
  • Practical knowledge on how WFP’s monitoring data is collected, compiled, analyzed and presented for management decisions, programme adjustment and donor reporting.
  • Willingness to build capacity of others through formal and informal training processes.
  • Ability to combine pedagogy and application-oriented methodology for training and capacity development.
  • Ability to facilitate and train different audiences.
  • Ability to meet agreed deadlines.
  • Ability to deliver results through planning and organizing activities.
  • Ability to prepare relevant documentation and training materials.
  • Proven ability to develop quality reports and analyses with minimal direction.
  • Excellent cross-group collaboration skills.
  • Good knowledge of UN system policies, rules, regulations, and procedures.
  • Ability to effectively communicate orally.
  • Ability to work with relevant technology and procedures (e.g.: web-based databases and other statistical applications) to collect, organize, share, and use corporate information.
