Project Summary:
The purpose of Public Accountability and Justice Strengthening Activity (PAJ) is to support Jordanian efforts to enhance accountability systems, procedures, and mechanisms within the government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations. PAJ is supporting Jordan’s Civil Service Bureau (CSB) to establish a government competencies assessment center that helps in achieving the competency based human resources management in civil service as per the Public Modernization roadmap, and the transformation of CSB role to become Service and Public Administration Commission (SPAC), in addition to the HR strategy in civil service.

Position Summary:
The Institutional and Operational Framework Expert will be required to develop the institutional/ operational framework for the assessment center. This is a short-term technical consultancy from July to November 2023 and the maximum level of effort for this assignment is 35 working days.
Responsibilities:
Develop the governance model of the center's management and making choices to ensure impartiality and technical independence of the center.
Describe the institutional and operational connections and relations with SPAC, ministries, departments, and other stakeholders.
Define the assessment center’s institutional framework, including organizational and functional structure, mandates of organizational units, and job descriptions.
Develop the standard operating procedures manual for all processes required for managing and operating the center.
Develop the assessment center’s policy to ensure that justice and equal opportunities are achieved in accordance with the best practices of the assessment process.
Identify the assessment tools and the mechanism provided at the center, including the type of assessment used for each target group (leaders, executive management, supervisors, employees), commensurate with the Government's competency framework adopted for each category.
Ensure the variety of tools are adopted for each category by designing the assessment package of the following tools: psychometric assessments, IQ tests, capacity/ competency assessments (linguistic and logical), situational judgment tests, knowledge-based assessments, interviews including competency-based interviews, behavioral Interviews, group interviews, serial interview sequential interviews, technical interviews, CV interviews, and occupational aptitude tests.
Develop outsourcing mechanisms for the use of accredited platforms and international tests with a proposal of a list of qualified entities and a comparison between those platforms according to a set of criteria, most notably range of available evaluations, accreditation, ease of use, cost, reports, technical support, data confidentiality, and information security.
Deliver a mechanism for the development of question banks for the different types of evaluation and identifying future responsibility.
Propose the necessary legislative frameworks for the center’s institutionalization, including bylaws, regulations, or amendments to existing legislations.
Contribute to the identification of requirements needed in the electronic platform (e-system) for the implementation of evaluations/assessments and data management.
Contribute to the identification of specification and requirements of assessment rooms consistent with evaluation tools and policies.
Define the framework for accreditation and capacity-building of assessors, including the criteria for selection of the team of assessors and specialists, and the type of capacity-building required.
Identify the requirements of developing a database of evaluators in various institutions, and the mechanism to develop and maintain this database.
Qualifications:
Bachelor's degree in human resources management, public administration, or industrial engineering required. Master's degree in measurement and evaluation is preferable.
Minimum 15 years of experience in human resources management and institutional development, including minimum five years of experience in an assessment institution locally, regionally, or globally required.
Experience with USAID or other international donors is a plus.
Knowledge and practical experience in the civil service in Jordan.
Expertise in the development of assessment center institutional framework, including policy development, working procedures, job descriptions and required competencies.
Strong computer skills in Microsoft Office Suite.
Strong verbal and written command in English and Arabic is required.
