Human Resources Manager
General Description of the Programme:
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:
GOAL has a long history of hiring engaged, productive employees, and we’re looking for a human resources (HR) manager to continue this tradition. The ideal candidate will have experience in HR or employee recruitment, with a thorough understanding of HR policies and procedures. The bulk of the role will involve employee orientation, benefits administration, compensation, rewards, and conflict resolution, and there is a great opportunity for developing and refining systems. We’re eager to find a human resources manager who connects easily with people and has a detail-oriented mindset for handling the dynamic nature of today’s workforce.
Duties, objectives and competencies
- Managing, coaching and leading HR staff
- oversee talent acquisition plans, which include writing job descriptions for recruitment, carrying out interviews, and hiring suitable job applicants
- You will work with departmental managers during talent acquisition, ensuring that job applicants meet the relevant requirements for the position
- Investigate employee issues and conflicts and bring them to resolution
- Develop and implement HR strategies and initiatives aligned with the overall organizational strategy
- Proactive attitude in forecasting plausible issues and implementing protective measures
- support the onboarding process to introduce new employees to their colleagues, job responsibilities, and the organization’s expectations
- ensure proper execution of staff performance appraisal at GOAL Syria offices
- Facilitate the offboarding process by conducting exit interviews to obtain feedback on the employee’s experience
- Nurture a positive working environment
- In charge of managing employee relations, such as mediating and resolving conflicts to maintain a positive working environment
- Responsible for administering timely payroll, and managing accounting records for employee salaries
- Review and revise the HR policy handbook to reflect changing economic trends, legislation, and organizational goals as needed
- ensure that the organization complies with employment laws, and keep up-to-date with policies and practices to maintain compliance
- Commit to affirmative action programs by countering workplace discrimination and promoting and executing egalitarian employment practices
- Organize and deliver engaging presentations to upper management regarding HR-related issues, policies, and practices
- Perform other administrative duties as assigned to you, such as maintaining employee records, or updating of databases
Requirements (essential)
- Bachelor's degree in Human Resources, Business Administration, or equivalent.
- Proven track record as an HR Manager or other management roles for 2 years as a minimum.
- General experience in HR for not less than 5 years
- Comprehensive knowledge of employment law and recommended HR practices
- Well-versed in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook
- Proficiency in HR information systems and databases
- Excellent oral and written communication skills. This includes being able to make effective presentations to upper management.
- Possess a high diplomatic and professional attitude towards managing interpersonal relationships with people at all levels
- Experience with workplace investigation, conflict management, and handling employee grievances and discipline
- Maintain a fair and impartial perspective when analyzing a situation in order to consider broader implications for the organization
- Ability to effectively respond to inquiries and complaints from employees and upper management
- Experiencing in leading, managing, and training employees for HR functions
- You are an effective problem solver who is able to analyze situations in order to create and implement practical solutions that meet organizational goals
- Demonstrate time management skills and capability in working with deadlines
- Comfortable with numbers, financial information, and analyzing data
Requirements (desired)
- Preferable experience in cross borders project management
- Proactive attitude in forecasting plausible issues and implementing protective measures
