What will you do in this position?
You will serve as an active member of the Emergency Telecommunication Cluster (ETC) Team reporting to the ETC Coordinator, through the deployment of ETC services to the Ukraine Response. You will be based in one of the Field Offices with regular missions in the different operations areas across the country and will be responsible for deploying ETC systems and services.

As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.
WFP uses a flexible mix of food and cash assistance to support vulnerable Ukrainians wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. WFP reaches between 2 to 3 million Ukrainians every month with this critical assistance.

How can you make a difference?
In this position, you will have to:
- Develop, implement and maintain major Local Area Network (LAN and WLAN) and Wide Area Network (WAN) projects.
- Administer and coordinate the use of the LAN and WAN.
- Analyse networking problems and recommend solutions to modify and improve equipment, facilities, and services.
- Establish control systems to ensure that all telecommunications equipment is in proper repair and working order to maintain satisfactory connectivity between users of the equipment.
- Maintain, upgrade, or enhance existing systems including troubleshooting and providing continuing technical user support i.e., resolve network problems and advise on the use of new techniques.
- Ensure appropriate data security and access controls considering both local and wide area issues.
- Track IT assets and other ETC equipment and coordinate with the admin team to keep operation equipment inventory updated.
- Recommend to partners standard operation procedures, alternative ET solutions and a cost/benefit analysis for each solution.
- Engage with helpdesk services and provide the necessary support to the operation.
- Escalate problems to appropriate parties by established procedures; detect problem patterns and recommend solutions.
- Support training of staff and capacity building of humanitarian partners in the country.
- Assist the ETC coordinator to Lead the country-based UN security networks assessments based on connectivity, applications, and security procedures,
- Build local capacity in IT and telecommunications, for WFP or other humanitarian agencies.
- Provide technical advisory, specifications and inspections for procurement and reception of goods and services within the area of expertise. • Develop and recommend strategies to address specific telecommunications, connectivity, and related training needs.
- Provide emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison.
- Recommend to partners standard operation procedures, alternative ET solutions and a cost/benefit analysis for each solution.
- Control issues of frequency coordination and licensing, interfacing with local telecommunications regulatory authorities and other UN agencies.
- Design, install, or supervise installations or upgrades of VHF networks, ranging from simple single (isolated) repeaters to complex repeater networks linked via IP (Point to Point microwave connections), including end-user equipment (mobile and/or handheld equipment
- Perform other related duties as required.
To join us in saving lives, and changing lives, you will have for:
Education: Advanced university degree in one or more of the following disciplines: Computer, Telecoms or Electrical Engineering, Mathematics or related discipline or First University degree with additional years of related work experience or training/courses
Experience: A minimum of 5 years of professional experience in an international context, preferably in a humanitarian context.
Involvement in minimum 2 emergency operations during the last 5 years of experience with escalating levels of responsibilities
Knowledge & Skills: LET’S NET certified; Cisco certifications are highly recommended. Sound knowledge of Microsoft Windows Server, MS Excel, MS Word, MS PowerPoint and other related software.
Language: Fluency (level C) in the English language.
