KEY ACCOUNTABILITIES (not all-inclusive)

The UN Nutrition Facilitator will work in close partnership with the Technical Leads from UN Nutrition (UNN) member agencies under the guidance of UNN Heads of Agencies. S/he will provide intensive support to the Extended UN Nutrition network’s efforts to support the partners on the implementation of joint activities. Effectively addressing malnutrition requires policy coherence and a joined-up approach across sectors. The work will involve close linkages with the designated nutrition and food security focal points from members of UN agencies, SUN donors, SUN Civil Society Alliance, SUN Business Network and Humanitarian Clusters. S/he will also be responsible to contribute to achieving the two interconnected goals of UN Nutrition:

1) consistent joint action and implementation of policy and

2) coherent policies, approaches, and positions on nutrition challenges across the United Nations System. The specific tasks are described below, however, these will be reviewed and updated periodically to address to the needs that will emerge from new contexts.

UN Nutrition Goal 1: Consistent Joint Action and Implementation of Policy

(1) Strategic Planning and Implementation of Joint Activities

  • Support the completion of complex analyses (e.g., nutrition analysis, stakeholder mapping, delivery mechanism analysis, policy analysis etc.), utilizing and adapting UNN tools and ensuring that national and subnational counterparts are able to maintain and utilize tools as needed;
  • Lead policy analysis, mapping, and review of other in-country initiatives, plans and platforms for food and nutrition;
  • Identify key stakeholders and facilitate consensus on multisectoral multistakeholder nutrition coordinator for humanitarian-development nexus and related priority interventions;
  • Facilitate and catalyze the review, development, and documentation of the implementation of the Interim Multisectoral Nutrition Plan;
  • Identify and facilitate harmonization and linkages with other in-country initiatives and processes to avoid duplication and ensure the value-addition of UNN joint activities;
  • Facilitate a scale-up conversation of country priority interventions with clear details of annual targets and delivery mechanisms to be used to scale-up interventions;
  • Support integration of nutrition and food security into multi-sectoral plans and operational budgets of relevant counterparts and sectors and sub-national units;
  • Work with Technical Leads from UNN and Cluster Coordinators, in collaboration with the Information Management Officers from Humanitarian Clusters, to conduct stocktaking of assessments and studies to ensure that, where possible, the data for analysis, presentation and its interpretation highlights equity issues in nutrition and food security
  • Lead the coordination of the Interim Technical Taskforce for Food-based Dietary Guideline (FBDG) for ensuring effective and efficient implementation of existing FBDG guidelines and development of additional guidelines for new age groups.

(ii) Information System for Multisectoral Humanitarian Development Nexus Nutrition and Food Security

  • Facilitate the establishment of a mechanism for information sharing across SUN networks and humanitarian clusters to capture the multisectoral nutrition information from different stakeholders in one place;
  • Provide technical and other support to the UNN members and cluster colleagues for managing the data and information that are related to the UNN joint activities;
  • Document the progress of UNN and SUN stakeholder networks in Myanmar on Multisectoral Humanitarian Development Nexus for Nutrition and Food Security for sharing with other countries;
  • Facilitate and provide technical and other support needed to the UNN members in the preparation of annual reports for UNN and SUN, and any other reports including donor reports.

UN Nutrition Goal 2: Coherent Policies, Approaches and Positions on Nutrition Challenges Across the UN System

(i) UNN Coordination

  • Plan, prepare and organize regular UNN Heads of Agencies meetings, Technical Leads meetings and other meetings related to joint development and implementation of programmes and activities;
  • Facilitate interagency coordination amongst UNN members and other UN agencies as well as with other civil society and private sector organizations.

(ii) Extended UNN Coordination

  • Ensure the contact list of UNN partners and external stakeholders is kept updated;
  • Ensure regular coordination and information exchange with other SUN stakeholder networks such as SUN Donors, SUN Civil Society Alliance and SUN Business Network as well Nutrition Cluster and other concerned clusters;
  • Under the guidance of UNN Heads of Agencies and Technical Leads, represent the UNN at the other relevant coordination platforms, such as Nutrition Cluster, Nutrition Cluster’s Strategic Advisory Group and relevant working groups, Interim Technical Taskforce for Food-based Dietary Guidelines, etc.;
  • Support capacity gap assessment and advise on appropriate institutional arrangements for multi-sectoral coordination on nutrition and food security plan utilizing UNN capacity gap assessment guidance, policy mapping and case studies and experience;
  • Support the development and implementation of a capacity development plan for implementing partners and stakeholder networks;
  • Work with the Nutrition Cluster and Food Security Cluster Coordinators in supporting the subnational cluster coordinators for adopting the nature of multisectoral nutrition coordination at the sub-national levels.

Other Support Functions
(i) Administrative Support

  • Coordinate and supervise the UNN team in county (national staff and short-term consultants);
  • Provide administrative guidance such has identifying suitable venue, travel arrangements, managing attendees, etc., when conducting UNN joint activities such as capacity strengthening trainings for implementing partners and workshop with key stakeholders;
  • Ensure the discussion at the meetings and workshops and release meeting minutes or report.

(ii) Financial Management Support

  • Collaborate WFP’s Finance Unit to monitor the UNN expenditures.

(iii) Advocacy and Resource Mobilization

  • Support the development and implementation of a UNN joint advocacy plan;
  • Support evidence generation for higher-level advocacy;
  • Under the guidance of UNN Heads of Agencies and Technical Leads, develop project proposals and budgets for agency and donor contributions for sustaining UNN Myanmar Secretariat functions and implementation of UNN joint activities.

(iv) Any other tasks (technical and administrative) as requested by supervisor, UNN Chair, UNN Heads of Agencies and Technical Leads.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least eight years hands-on experience in the use of data and indicators in large development programmes, preferably in coordination mechanisms or in organizations or programmes working closely with multiple stakeholders
  • Experience in managing multi-sector working groups in international settings;
  • Experience in institutional capacity building at the national level;
  • Experience in monitoring and evaluation mechanisms;
  • Field experience in the country of deployment is highly preferred;
  • Previous working experience with governments, donors, and civil society organizations is an asset; and Experience in decentralization processes is desirable. Technical Skills and Knowledge:
  • Technical background in nutrition, food security, and/or health; OR technical background in management and change management;
  • Knowledge of the UN System is an asset;
  • Advanced skills in Excel and PowerPoint; and familiarity with large organizational structures with headquarters, regional, and country level operations.
  • Proven ability to strengthen capacity of national counterparts and partners to sustain activities and decentralized processes;
  • Strong skills in facilitation, project management, team building, and conflict resolution or mediation; Ability to manage and conduct large and complex analyses, including collating and presenting multi-source data; monitoring and evaluation and progress reporting;
  • Strong action management and teamwork skills: ability to establish priorities and to plan, coordinate and monitor own work plan and those relevant to the team and partners; ability to follow up deadlines; accuracy and attention to details and high-quality deliverables; and
  • Excellent communications and interpersonal skills; ability to influence and interact with senior level decisionmakers across different organizations and cultures; to act with credibility, tact and diplomacy on sensitive issues and discussions. Language:
  • Fluency in English and Myanmar language in oral, reading, and writing comprehension is required.

Other Desirable Skills

  • Good communication skills, particularly with different stakeholders
  • Ability to work productively and independently
  • Be familiar with the UN Nutrition’s works and nutrition and food security stakeholders in Myanmar

STANDARD MINIMUM QUALIFICATIONS

Education: A Master’s Degree, or equivalent, in nutrition, public health, food security, developments, economics, social science, public policy or administration or management, quantitative research methods, monitoring and evaluation, planning, or related field

Experience: Minimum eight years of relevant experience

Language: Fluency in both oral and written communication in English and Myanmar and local dialect at the duty station will be an added advantage.
